The New ‘L2-5’ Category for Convertible Two/Three-Wheelers

The Indian government is on the verge of introducing a Category for vehicles that bridge the gap between two-wheelers and three-wheelers known as “L2-5”

The Need for Change

As it stands, there is currently no designated category for vehicles like the Surge S32, a convertible two/three-wheeler.

Recognizing the potential and versatility of such vehicles, the government is amending the Central Motor Vehicles Rules, 1989, to accommodate this new category.

The ‘L2-5’ category aims to facilitate the integration of three-wheeled vehicles with a two-wheeler, three-wheeler combination module.

Understanding ‘L2-5’

The essence of the ‘L2-5’ category lies in its construction—a fusion of a two-wheeled vehicle (Category L2) with a non-self-propelled rear module unit.

This configuration allows for seamless separation or combination, offering users the flexibility to switch between a two-wheeler and a three-wheeler as needed.

This innovative design is a game-changer, providing a single vehicle that can serve multiple purposes.

The Surge S32: Pioneer of the ‘L2-5’ Category

January saw the unveiling of the Surge S32 by Hero MotoCorp-owned startup Surge, marking the first foray into the ‘L2-5’ category.

This electric three-wheeler boasts a remarkable feature—it can transform into an electric two-wheeler in just three minutes.

The S32’s distinctive rickshaw-like structure accommodates a scooter, effectively turning it into the front wheel. This adaptability allows the scooter to function independently when decoupled from the three-wheeler.

Practical Applications

The introduction of the ‘L2-5’ category opens up a plethora of possibilities for users. These convertible vehicles can seamlessly transition between ride-sharing, last-mile delivery, and personal mobility, catering to diverse needs.

Importantly, the powertrains of the two and three-wheeler configurations operate independently, ensuring user and vehicle safety.

Draft Notification and Registration

The draft notification from the Ministry of Road Transport and Highways outlines that a single registration number shall be allotted for both configurations—separated two-wheeled vehicles of the L2 category or combined three-wheeled vehicles of the L5 category. This streamlined approach simplifies the registration process for users and authorities alike.
