Plan Resource Management

Resource planning is the process of figuring out how to make sure that there are enough resources to accomplish the job successfully. Resources for a project could include people on the team, supplies, materials, tools, services, and buildings. When planning resources, it’s important to think about and plan for the availability of scarce resources or the fight for them.

It is possible to get those resources from inside or outside the company through a procurement process. There may be other projects going on at the same time and place that want the same tools as the project. This could have a big effect on the project’s prices, schedule, risks, quality, and other areas.

Plan Resource Management: Inputs

Project Charter

The project charter describes the project in general terms and lists the needs. It also has a list of the project’s key stakeholders, a summary of the goals, and a list of preapproved financial resources that could affect how the project coordinates its resources.

Project Management Plan

The following are some of the parts of a project Management plan:

  • The quality management plan helps figure out how many resources are needed to reach and keep the quality level that was set and meet the project’s goals.
  • For each deliverable, the scope baseline lists the resources that need to be handled and their types and amounts.

Project Documents

It’s possible to use the following project documents as inputs for this process:

  • Project schedule
  • Requirements documentation
  • Risk register
  • Stakeholder register

Enterprise Environmental Factors

Some of the Enterprise environment factors that can affect Plan Resource Management are the following, but not limited to:

  • the attitude and structure of the organization;
  • the location of facilities and resources;
  • the skills and availability of existing resources; and
  • the state of the market.

Some of the organizational process assets that can affect the Plan Resource Management are policies and procedures for managing human resources, policies and procedures for managing physical resources, safety and security policies, templates for the resource management plan, and information from past projects that were similar.

Plan Resource Management: Tools And Techniques

Expert Judgment

You should look at the information and experience of people or groups who are experts in the following areas:

  • Negotiating for the best resources within the organization;
  • Talent management and personnel development;
  • Determining the preliminary effort level needed to meet project objectives;
  • Determining reporting requirements based on the organizational culture;
  • Estimating lead times required for acquisition, based on lessons learned and market conditions;
  • Identifying risks associated with resource acquisition, retention, and release plans;
  • Complying with applicable government and union regulations; and
  • Managing sellers and the logistics effort to ensure materials and supplies are available when needed.

Data Representation

For this process, charts are one way to show data, but they are not the only one. There are different ways to write down and talk about the jobs and responsibilities of team members. Most of them are either hierarchical, grid, or text-based. There are lists of some project tasks in other plans, like the plans for managing risk, quality, or communications. For whatever reason, the goal is to make sure that each work package has a clear owner and that everyone on the team knows what their duties and jobs are. A text-based format might be better for writing down specific duties, while a hierarchical format might be better for showing broad jobs.

Organizational Theory

It is possible to learn about how people, teams, and organizational groups act by studying organizational theory. Using common methods from organizational theory in the right way can cut down on the time, money, and work needed to make the outputs of the Plan Resource Management process and make planning more efficient. Some organizational theories may say that leaders should be able to change how they lead based on how mature the team is at different points in a project. It’s important to understand that the structure and culture of the company affect the organizational structure of the project.

Resource Management Plan

The resource management plan is the part of the project management plan that tells you how to organize, assign, handle, and release project resources. Based on the needs of the project, it could be split into a team management plan and a real resource management plan. Some things that might be in the resource management plan are, but aren’t limited to:

  • Identification of resources
  • Acquiring resources
  • Roles and responsibilities
  • Project organization charts
  • Project team resource management.
  • Training
  • Team development
  • Recognition plan

Team Charter

The team charter is a document that spells out the team’s principles, agreements, and rules for how to work together. This is what the team plan might say, but it doesn’t have to:

  • Team values,
  • Communication guidelines,
  • Decision-making criteria and process,
  • Conflict resolution process,
  • Meeting guidelines, and
  • Team agreements.

Project Documents Updates

Because of this method, project documents like, but aren’t limited to, the following may be updated:

  • Updating the assumption log adds assumptions about the skills and availability of team resources as well as the availability, logistics needs, and position of physical resources.
  • The risk register is kept up to date with new risks linked to the availability of team and physical resources, as well as other known risks related to resources.
