As we saw, collaborative Governance is a form of governance where people come together and collaborate to come to a consensus regarding public policy problems. Here, “people” refers to individuals from the public and private sector as well as the government. This leads to different perspectives on the same issue which opens up new opportunities. We discussed all of this, as well as the pros and cons of using collaborative governance. In this post, we shall talk about its applications.
This form of governance has been used to solve Complex Problems pertaining to social, environmental and urban planning.
In particular, according to Wikipedia, countries like Australia have used collaborative governance to manage crises like flood and urban growth. In New Zealand, it has been used for community visioning in planning. New York has used this for the redesign of the Ground Zero.
Governments have tried to shift the focus to a more inclusive governance by increasing and encouraging civic participation. This has been especially implemented in the UK, the USA and countries across much of Western Europe, to make the people feel more involved in the decisions that are being made. Usually, the traditional and classic forms of hierarchical governance and representative democracy are seen as inefficient when it comes to engaging citizens and making them a part of the decision making process. Large and complex projects and initiatives require greater involvement and communication between not only citizens but partnerships between other government and non-government agencies and, even international cooperation with foreign governments and organizations. For example, managing the growing number of official and non-official crossings of the US-Mexico border has required input from all levels of US and Mexican governments, multiple government agencies (like U.S Forest Services and U.S. Border Patrol), land management, and other non-federal agencies for social affairs. All of these parties had to communicate and collaborate to address issues of border security and protecting natural resources. As a result, the U.S.Border Patrol and Forest Service successfully enacted the terms of the 2006 memorandum of understanding, creating inter-agency forums, increasing field coordination and joint operations, and constructing fences and other tactical infrastructure.
Governing and managing large and growing metropolitan urban areas, covering numerous local governments and various levels of State and National governments, provides many governance challenges and opportunities which probably would not be solved as efficiently by the traditional form of governance.
For all such governance problems, apart from manual effort, tools like VComply can be used to take charge and give a bird’s eye view of whatever is going on in the project.
Therefore, collaborative governance aims to provide solutions for complex problems presented in the society and involves people who will be affected by the outcome of the problem’s solutions.
