The Department of Information and Communication Technology (DICT) is bringing work to the Philippine countryside by promoting ICT-enabled jobs through the Rural Impact Sourcing Technical Training Program. The RISTT program aims to promote and develop the online freelancing industry and home-based outsourcing through technical training in rural communities.

The program started in 2017 with 534 participants with only 26 locations. This year, DICT will implement the RISTT program in more than 100 rural areas in the country. These training will be conducted in the three major island groups of Mindanao, Visayas, and Luzon.

For Mindanao, trainings will be conducted in the following 49 areas: Misamis Occidental, Lanao del Norte, Misamis Oriental, Camiguin, Bukidnon, Agusan del Norte, Surigao City, Agusan del Sur, Surigao del Sur, Lanao del Sur. It also includes Maguindanao, Sultan Kudarat, South Cotabato, Sarangani, Davao del Sur, Cotabato, Davao Oriental, Davao del Norte, Davao City, Compostela Valley, Zamboanga Sibugay, Zamboanga del Norte and Zamboanga City.

Twenty-seven areas in Visayas areas are also included such as Antique, Aklan, Capiz, Iloilo, Guimaras, Negros Occidental, Negros Oriental, Cebu, Bohol, Siquijor, Southern Leyte, Baybay City, Tacloban City, Biliran, Eastern Samar, Northern Samar, Calbayog City, and Catbalogan City.

In Luzon, the 42 areas covered by the RISTT program in 2019 are Marinduque, Mindoro, Palawan, Romblon, Camarines Norte, Camarines Sur, Albay, Catanduanes, Sorsogon, Masbate, Ilocos Norte, Ilocos Sur, Pangasinan, Dagupan City, Apayao, Abra, Kalinga, Benguet, Cagayan Valley, Isabela, Quirino, Nueva Vizcaya, Zambales, Tarlac, Nueva Ecija, Aurora, Bulacan, Pampanga, Bataan, Rizal, Cavite, Laguna, Batangas and Quezon.

This DICT initiative will equip participants with the necessary ICT skills to ensure that they can tap into the abundance of digital opportunities. This will help address unemployment and increase the capabilities of people who are currently unemployed or financially unstable. So that disadvantaged individuals, such as single mothers and person with disabilities (PWDs) can greatly benefit from this program. The training will provide them with access to non-traditional income opportunities. It will help them gain employment through the online freelancing industry, without leaving the comfort of their home.

Participants of the program will learn the basics of digital marketing such as brand fascination, content writing, product photography, web development, digital marketing ethics, email-marketing, Search Engine Optimization, and social media campaign. The expected development of their ICT skills will increase the hireability of these trainees.

Also, by providing high-value economic activity in rural communities, graduates of this technical training program will act as catalysts for continuous job creation. Regardless of their location and social status, they can be a multiplier effect for real change in the country.

Due to this remarkable development, DICT is looking for additional project-based trainers. These instructors can help with agency’s advocacy towards empowering the local talent in the countryside with ICT-based knowledge and skills.
