Natick IA Files on a Officer’s On-Duty DUI, and the Continued Coverup of a Purported Sex Assaulting, Lady-Meat Fondling Dispatch Supervisor

It was reported to us that the town of Natick was potentially covering up a sexual assault and an OUI. There were apparantly 4 officers involved in lying, and brass trying to cover it up.

We were told that until we started stirring the pot, that the town refused acknowledge the actions of its police officers or discipline anyone for over a year.

We were told that the sexual assault is worse than it sounds. We were told that the town hired a private law firm to conduct an investigation into whether or not the town sexual harassment policy was violated. This was NOT an investigation into the incident itself which is an important distinction. The Firm that conducted the investigation was Crevier & Ryan LLP out of Springfield. Their investigator was Kate Parsons.

What got us requesting this information in the first place was how bad the purported incident actually was. We were told that a supervising officer, James Quilty, rammed his hand down the front of a dispatchers pants while she struggled to get away. Several off duty police officers were there and did nothing. She called out to them for help and they left the room.

In the investigation by Crevier & Ryan, Parsons determined that at least four officers lied to her during the interview process. Being caught lying in an investigation should have been a fireable offense. The officers who are purported to have lied… for the moment we will call AW, DB, ST, and TB.

AW is the chief’s secretary’s son. He is untouchable in the department because of his connections. Is this why nothing happened to him? It has been suggested to us that he was hired even though he wasn’t high up enough on the civil service list and the chief pulled strings. He was recently awarded a specialty position as a traffic officer, with only 3 years on the job, he beat out a veteran with over 30 years.

Quilty, the purported crotch grabber is back after a 40 day suspension even though the dispatchers union informed the chief that the dispatchers were scared to work with him.

The victim has filed a MCAD lawsuit against the town and resigned from the department. 

We submitted our request for records to the town of Natick on June 11th. They did not respond in any way by the 10 business day requirement. On June 28th we filed an appeal with the state to force the issue. On July 12th the town was told by the state to issue a response to our request. On July 27th the town finally complied.

Our request was for the internal affairs files for Quilty and officer Ryan Payne, who was accused of driving intoxicated while on duty as a officer. The town gave us the IA document on Payne, but claimed the following exemption on the Quilty file:

The exemption is bullshit. We will fight it.

We are using the text above to inform the public of what is said to have transpired in the NPD. The public has to know the basis of our investigation, because this cop needs to go, and the dirt needs to be shaken out of the department. This exemption cited essentilky claims that the IA file may be someday used to terminate this employee or to affect promotion, therefore it cannot be released.
