National Disaster Risk Index is UP: Delhi tops the list. India’s first ever National Disaster Risk Index is up which shows potential disasters and hazards all across the six hundred and forty districts of India. Maharashtra topped the list as the most vulnerable state which is followed by West Bengal, Uttar Pradesh, Madhya Pradesh and Rajasthan. And among all the union territories in India, Delhi topped the list as most risk union territory in India.
But surprisingly, the states which are prone to natural calamities are Himachal Pradesh, Uttarakhand and various other northeastern states such as Nagaland, Manipur, Mizoram, Sikkim, Meghalaya and Arunachal Pradesh are in the risk-free zone. The reason behind this is the agricultural, economic and population factor.
The index has been prepared in exposure to various factors such as agriculture, population. environmental risks and livestock.
The top three states are followed by Rajasthan, Karnataka, Assam, Andhra Pradesh, Bihar and Gujarat because of these areas prone to earthquakes and cyclones.
The disaster index is currently in the form of a draft, which is yet to be released. This list was prepared by the Ministry of Home Affairs in cooperation with the United Nations Development Programme (UNDP).

And among the most vulnerable districts, Pune tops the list which is situated in Maharashtra with a vulnerability factor of 9.48 on a scale of 10 which is followed by North 24 Parganas and South 24 Parganas of West Bengal. Gulbarga, as well as Bangaluru, also included in the list.

Whereas some states actually have made consistent progress in Disaster Risk reduction (DRR) by constructing relevant infrastructural facilities and regular investigation in early warning systems. Such as capacity building by Tamil Nadu, Tripura, Assam, Gujarat and Assam has lowered the net risk to population and economic losses.
The main idea behind preparing Disaster Risk Index is to keep a complete record of “comprehensive assessment of hazards, vulnerabilities, risks of disasters at various levels, prevention of those risks, mitigation of existing risks, etc.”
In between 2005 and 2014, which is around a decade, India emerged among the top four disaster-prone countries in the world. There are a total of one hundred and sixty-seven major disasters which are recorded during this period, causing a loss of more than $47 billion.
