People deal with issues related to international organizations as government matters and held by officials in ministries, While others believe that the Executive Director of the Organization is the controller and who can point projects and areas of implementation regardless of the qualifications of this region or if they have met the required conditions.

Due to the high responsibility and commitment required for the position of Executive Director, international bodies are always looking for a personality that has certain standards and prescriptions

They often focus on education, professional qualifications, and age, but they ignore the level of tribal integrity or emotion that some in Somalia consider to be a tribal advantage to someone who brings projects to their regions and benefits from his authority.

Although the Growth, Enterprise, Employment and Livelihoods (GEEL) program aims to promote Somali exports of good agricultural products, fish and non-pastoral animal products throughout Somalia & the UN considers coastal communities among the most food-insecure people in Somalia , Puntland areas in northeastern Somalia, which has the longest coast in Somalia and whose shores are located on sea fronts - the Red Sea and the Indian Ocean should have had more projects than planned.

In fact, all those close to the project's chief executive in Somalia accuse him of not preferring to direct projects to Puntland areas, raising questions about the extent to which donors recognize these behaviors and the level of control of activities and events taking place on the ground

On October 13, 2015, Engility Holdings, Inc. (NYSE: EGL) announced that it had awared a US $ 74 million contract from the United States Agency for International Development (USAID) to implement the GEEL Project in Somalia.

The aim of the project, GEEL, was to expand SME access to investment opportunities, increase the availability of key business services, and support the improvement of trade and regulatory policies.

The project also aimed to promote private investment in high-growth industries such as agriculture, fishing and renewable energy, and to promote employment opportunities for young people and women in areas previously inaccessible due to security concerns.

But as it is implemented on the ground, and the policy guidance of its official made the program lose a lot of credibility
