Dr. Misra held the position of Additional Principal Secretary during 2014 to 2019 and was credited with introducing innovative changes in human resource management in government.

He was also involved in transformative national initiatives such as Rashtriya Krishi Vikas Yojana and National Food Security Mission during his time as Secretary, Agriculture and Cooperation.

Dr. Mishra has varied work experience in management of programs related to agriculture, disaster management, power sector, infrastructure financing and regulatory issues.

The United Nations conferred him with the SASAKAWA award in 2019 for his efforts towards disaster risk reduction.

His international work experience includes research and academic work on Asian Development Bank and World Banks projects and has contributed articles and reviews to many international journals.

Dr. Mishra has a Ph. D in Economics and Development studies and an MA in Economics from the University of Sussex.

He also completed his MA in economics with a first class from the Delhi School of Economics and a BA Honours in Economics with a first class and distinction.

He was the only one to get a first class in Economics among all universities of Odisha.
