The New Rules Of The Driving License Exam Have Been Approved: What Has Changed In The End?

At the end of 2019, Russian Prime Minister Dmitry Medvedev signed a decree according to which the existing system of training for novice drivers will be radically changed. It is expected that the first innovations will come into force on January 1, two thousand and twentieth, while the main changes will be approved within a year.

In particular, even in the process of training, novice drivers will be given the opportunity to practice Driving on highways with a permitted speed of more than 60 km / h, and from now on, disenfranchised drivers will be able to return their licenses only after they pay off their debts for fines (if any).

Also, the government revised the age of admission of trained drivers to training driving. Thus, a student to drive a motorcycle of subcategory A1 or a moped must be at least 15 years old, and a motorcycle of category A – at least 17.

In turn, candidates for drivers of a car or truck must be at least 16 years old, and from now on it will be possible to obtain the right to drive a bus, trolleybus or tram only from the age of 20 (it was from 16).

The cadet with full right will not be allowed to pass the exam, provided that the Driving School where he was trained does not have the appropriate license, and from the fall of 2020, the traffic police will also be able to cancel the test results if it turns out that in the process a cadet forged documents were presented.

By October two thousand and twentieth, the regulations for admission exams will be published, however, some details about the upcoming changes are already known. In particular, the government decided to combine the “site” and “city” into a single practical test.

Its duration will be half an hour, while it will begin with a test by the examiner of the basic skills of the cadet, which can be carried out both on a special site at a driving school and on unloaded city streets.

If the motorist copes with the tasks assigned to them, then the examiner will go with him around the city, while we note that the candidate for drivers will only know the list of streets of the proposed route of movement.
The latter will be determined directly by the examiner, so it will not be possible to bring the movement along predetermined routes to automatism.

This innovation will allow testing the driver’s skills in conditions as close to reality as possible, while the rejection of the “site” as a separate exam is due to the fact that it only “imitates the feeling of driving a vehicle.”

Another important innovation is that from November 2020, motorists will be able to appeal against negative exam results (for the first time in Russian practice), although the appeal mechanism has not yet been advertised.

Plus, in the government decree, the timing of retaking exams is spelled out. It will be possible to re-pass theory and practice no earlier than in a week, and if the driver fails again, then the next attempt will be scheduled only in a month.
