People are buying flavor vaping products in bulk before the introduction of Dutch flavor ban.

‘t Hart says, “You see that the consumers are hoarding as much as possible in the specialist stores. Especially the real vapers who have switch over from cigarettes are hoarding.” They are stocking up flavor vapes in large quantities.

According to him, nearly 250,000 people usually buy flavored vapes and e-liquids through tobacco shops or vape shops. ‘t Hart believes most of these people will stock extra vaping product.

Starting from January 1, 2024, vape sellers will no longer be allowed to sell vapes or e-liquids with flavors such as peach, mango or mint. They can only sell vape flavor like tobacco.

The Dutch government banned flavored tobacco. They aim to prevent young people from buying fruit-flavor vapes before they switch to regular cigarettes.

‘t Hart believes this measure will be counterproductive. People who once smoked regular tobacco and then switched to vapes will be tempted to return to traditional tobacco again.

Besides, he doesn’t expect the flavored tobacco ban to have an impact on young people.

“The youth say they are not worried. They often buy disposable vapes from China online.” Tehart says.

What’s more, ‘t Hart says older vape users already have preparation to deal with the new ban. They are buying flavor vapes from foreign online stores in France and Spain or at the borders of Belgium and Germany.

In April 2022, Esigbond filed a lawsuit against the Dutch government over the Flavor Vape Ban. The association does not want a ban. ‘t Hart expects this substantive lawsuit may have outcome in next summer.
