In fentanyl overdose case, police uncovered video evidence Martinez man molested multiple girls, feds say

OAKLAND — In a case that started with a near-death experience for a Lafayette high schooler, prosecutors say they’ve uncovered evidence that a 28-year-old Martinez man sexually abused at least two girls, but that they’re far from through investigating.

Javier “Lucky” Ramirez was arrested last month on charges of possessing child pornography, but his legal troubles have gotten much worse since then. On Thursday, prosecutors secured an indictment on a charge of coercion and enticement of a minor, plus receipt of child pornography. The former count carries a mandatory minimum sentence of 10 years in prison and makes Ramirez eligible for life in prison if convicted.

It’s far from Ramirez’s only brush with the law, and it’s the second time he’s been accused of Sexually Abusing a minor. In 2014, at age 19, he was convicted of a felony for sexually abusing a 13-year-old girl, prosecutors say.

In this investigation, two victims have been identified, both teen girls, according to a motion filed by the U.S. Attorney’s branch in the Bay Area. Assistant United States Attorney Kelly Volkar, who’s prosecuting the case, made it clear in the motion that more victims are expected.

“The weight of the evidence against Ramirez is strong and is only likely to get stronger with time,” Volkar wrote, later adding, “Because law enforcement’s investigation is ongoing, there are likely many more children who have suffered sexual abuse at the hands of this sexual predator.”

More than 100 videos depicting child molestation were found on Ramirez’s phone, Authorities say. But because Ramirez was also allegedly purchasing child pornography online, authorities are still working to verify which videos were downloaded and which were filmed by him, Volkar wrote, adding that investigative leads suggest there may be “at least one additional” victim.

As the investigation continues, Ramirez remains jailed at Santa Rita in Dublin on a no-bail federal hold.

The investigation started in January 2023, when a student at Acalanes High School was found unresponsive in a school bathroom, authorities say. She was revived, and it was later determined she’d overdosed on fentanyl. From a tip that she was getting her drugs from a man named “Lucky,” authorities tracked down Ramirez’s two Instagram accounts, one of which depicted a cropped image of an act of sexual abuse, according to prosecutors.

A second girl was identified as a victim on Feb. 14, 2023, and gave a police interview, prosecutors say. Ramirez was allegedly providing drugs like cocaine and fentanyl to both girls and soliciting sex from them, allegedly taking them both to the same abandoned apartment complex to film himself sexually abusing them.

In addition to the 2014 conviction, Ramirez was convicted in a shooting near a school in Martinez, and has multiple DUI arrests, authorities say.
