Neighbors, brother of man killed by Portland police at Southwest Hills condos search for answers: ‘I was devastated’
Oregonian, March 5 2022

Residents of a Southwest Hills condominium complex are grappling with plenty of questions — and few answers — two weeks after Portland Police fatally shot a man at the property nestled between downtown and OHSU Hospital.

Joel M. Arevalo, 30, was shot dead on the private drive linking the units of the Broadway View Condominiums on the night of Feb. 19.

Among the questions authorities have declined to answer is whether Arevalo was armed at the time of his death — and if he was a suspect in the disturbance and shots fired call that brought police to the wooded hills two hours before he was killed.

The man fatally shot by Portland police two weeks ago refused to show his hands or follow orders from officers who had just learned he was suspected in a previous shooting, according to an official filing.

Police reported finding a gun next to the body of Joel M. Arevalo, who died Feb. 19 on the private street of the Broadway Heights condominiums in Portland’s Southwest Hills neighborhood.

Neighbors at the wooded complex have spent two weeks wondering why police shot Arevalo, 30. And while Portland police had previously declined to answer questions from The Oregonian/OregonLive, the agency on Feb. 25 filed a brief summary of the incident to the Oregon Department of Justice, as required by state law.
