5 Benefits of EVV with offline capability

By: Julie Wolff, Senior Product Manager for Private Duty, MatrixCare

Electronic Visit verification (EVV) is a method required by the 21st Century Cures Act to verify home care and home health visits. It’s meant to reduce neglect and fraud — and mobile platforms are doing that and so much more.

The 21st Century Cures Act requires EVV to capture:

    • Type of service performed
    • Individual receiving the service
    • Date of the service
    • Location of service delivery
    • Individual providing the service
    • Time the service begins and ends

Mobile technology for post-acute care should not only meet these EVV mandates, but also improve efficiencies by eliminating the need for paper documents to verify services, strengthen quality assurance by validating delivery of services, and reduce potential FWA (fraud, waste, and abuse) by ensuring services are billed accurately.

While the Cures Act doesn’t explicitly state offline mandates, mobile EVV solutions should meet state requirements for vendors to:

    • Collect home care and home health services data in (rural) areas where technology infrastructure may be limited or unavailable (in both permanent and temporary situations).
    • Store home care and home health services data on a local device when technology infrastructure is not available, or provide an acceptable alternate solution.
    • Upload locally stored data once technology infrastructure is available, or provide an acceptable alternate solution.

Here are five benefits of mobile EVV technology with offline capabilities:

  1. Less paper Since caregivers no longer need to carry daily visit sheets and assessment forms into homes, paper is saved because documentation is captured electronically. Having to stop by the office for weekly task lists and calling in for updates are also things of the past.
  2. Real-time updates For caregivers, schedule changes and service plan tasks are available immediately. For supervisors, access to field staff’s work can happen in real time. EVV is truly a win-win.
  3. Simplified data capture Data can be easily documented at every step of the care journey, from anywhere. Signatures, mileage, GPS verification, completed tasks — it’s all captured electronically in real time and syncs automatically once there’s a connection.
  4. Easier billing When daily visit sheets can be quickly reviewed, the guesswork can be taken out of billing and it can be completed more efficiently.
  5. Caregiver recruitment and retention Caregivers in the field can use their phones much easier than paper. It means easier access to updates and no more driving to the office for weekly task lists. This simplifies their jobs and eases the administrative burden, allowing them to focus more time on patient care.

An EVV solution, MatrixCare’s mobile app is designed for caregivers to use at the point of care to electronically “check in” and “check out” of each visit. It records the time, date, and location as determined by the device’s GPS service. When connectivity is available, digitally recorded visit data automatically syncs upon login, check-in and check-out.
