One of its primary goals is to eliminate the need for aircraft by stimulating clouds from high altitudes utilizing generators located on the ground. The program further mentioned that when this new cloud seeding technology is implemented, Makkah and the Holy Sites will be given priority.

- According to the program, the Weather Improvement Department is collaborating with specialists to enhance weather conditions in specific locations, such as Makkah, Mina, Arafat, and Muzdalifah, which are the holy sites. This is done along with National and International Research institutes that focus on this area of study.
