I had faced this problem after rooting my Xperia phone, none of the two SIM card were working.
It happens after Flashing kernels not meant for the device or by flashing rom not meant for the device.
So i checked the baseband, given in details about your phone under the settings, and it was displaying it as unknown.
So i typed *#*#7378423#*#* in the dial pad to check any problems. There i noticed that my Imei number was missing. It's field was blank.
The solution to this problem, which i used, is to flash back the Stock Rom. It worked for me.
If you don't have Stock rom then download SEUS and flashtool. Relock your bootloader and use SEUS to install back the stock rom. You can get the link, for SEUS and flashtool, from my previous post titled Unbricking Xperia .....The steps given in that post will help you get back your imei number.
