Get ES File Explorer Pro
Windows :
Explorer -> Network -> Turn on Network Discovery & File Sharing on
Folder Properties -> Advanced Sharing ->Sharing this Folder (Give Permissions if you need)
Android:
Go To Network -> LAN -> Scan->Enter Credentials
