Fix: Start Button & Start Menu Not Working in Windows 10

Method 1. Try the troubleshooter

If your Windows 10 can’t open Start Menu, I highly recommend you download and run the Windows 10 Start Menu Troubleshooter from Microsoft.

If you wish to check and then apply the fixes, select on Advanced and uncheck Apply repairs automatically.

Click Next.

The Start menu troubleshooter will scan your system and detect potential issues with your Windows 10 Start Menu.

Then, you can close the Troubleshooter and restart your computer.

Method 2. Check for updates

Press Windows key + I to opens Settings.
In Settings, select Update & security > Windows Update, then click Check for updates. I suggest you install any available updates and restart your computer if required.

After restarting your computer, check if your Windows 10 Start Menu is working.

Method 3. Run the System File Checker

Press Windows Key + X then select Command Prompt (Admin).
In an elevated command prompt, you type the following command

sfc /scannow

This will run the System File Checker. Restart your computer after the scan is over and check if the problem has resolved.

Method 4. Re-registering the Taskbar

If your Windows 10 Start Menu won’t open, you can try using Windows Powershell. To do that, follow the steps below:

First, you open an elevated PowerShell window. To do that, in the taskbar search, type powershell. And you will see the result Windows PowerShell which occurs on the top. Right-click on it and click Run as Administrator.

Then type the following command in the PowerShell window and press Enter:

Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml”}

You have to wait until the command is executed successfully.

Then, you may close PowerShell and navigate to the following directory in Explorer where the name is your Account Username.

C:/Users/name/AppData/Local/

Next, you look for the folder named TileDataLayer and delete it.

Note: Ensure that you have enabled showing of hidden items in Explorer.

Now check if Windows 10 Start Menu is working, you don’t even have to restart your computer.

Method 5. Create a new local administrator account

If Windows 10 can’t open Start Menu or Cortana, you can try creating a new local administrator account to check whether you can open the Start menu by using that account.

If you’re signed in with your Microsoft account, remove the link to that account first. To do that, follow these steps:

• Press Windows key + I to open Settings.
• Choose Accounts > click Sign in with a local account instead.
• Enter your Microsoft account password and click Sign in.
• Select a new account name, password, and password hint, and then click Finish and sign out.

Create the new administrator account

Press Windows key + I to open Settings.
Choose Accounts > click Family & other people (if you’re using Windows 10 Enterprise, click Other people).
In Other people section, choose Add someone else to this PC.
On Windows 10 Professional or Windows 10 Home, you enter a name for the user and a password then click Next. For Windows 10 Enterprise, you choose I don’t have this person’s sign-in information, and then click Add a user without a Microsoft account.
Type a user name, password, and password hint. Then click Next > Finish.

Moving on, you make the new account an administrator account

Click Family & other people (if you’re using Windows 10 Enterprise, click Other people), select the account you created and then click Change account type.
In Account type, choose Administrator > click OK.

Now, you need to sign out of your account then sign in to your new account. If Windows 10 Start button is working, I suggest you should move your personal data and files to the new account.

If the issue still persists, try removing the old administrator account

• In Other users section, choose the old administrator account, and then click Remove > Delete account and data.
• Restart your system and sign in with the new account again.

If you were using a Microsoft account to sign in before, you associate the Microsoft account with the new administrator account. To do that, follow the steps:

• Press Windows key + I to open Settings.
• Choose Accounts > select Sign in with a Microsoft account instead then type your account info.
