Paprec Energies Binn Begins Construction On €120 Million Energy From Waste Facility

French recycling and green energy leader Paprec, in collaboration with Scotland’s largest independent waste management company Binn Group, has commenced work on a cutting-edge Energy from Waste (EfW) facility in Tayside, Scotland. This project is set to provide low carbon energy to local industries and is anticipated to create 200 construction jobs.

The €120 million EfW plant, located at the Binn Eco Park, will be funded by Paprec and operated by Paprec Energies Binn, a joint venture of these two family-owned businesses. The facility aims to minimise carbon emissions from waste management and supply low carbon energy to the local community. Annually, it will process up to 85,000 tonnes of residual waste, generating up to 8 MW of electricity and up to 17 MW of heat.

Paprec Energies stands out as the sole European entity capable of designing, constructing, and operating waste-to-energy plants of all scales. Utilising the advanced combustion technology of their partner Martin, the plant is poised to achieve superior environmental and technical standards. The energy produced will support the private energy system at the Binn Eco Park.

A stable supply of renewable energy

The EfW facility will ensure a stable supply of renewable electricity or heat to local businesses and other users. Half of the plant’s feedstock will originate from residual waste within the surrounding local authority, under a 15-year contract with Perth and Kinross Council.

Beyond the construction phase, which will generate 200 jobs, the facility is expected to create 30 long-term skilled positions once operational in early 2026. Paprec Energies Binn emphasises local involvement, with 60% of the civil work being managed by local companies or branches.

Sebastien Petithuguenin, CEO of Paprec Energies, expressed enthusiasm about the partnership with Binn Group and highlighted Paprec’s extensive experience in EfW projects. “The construction of the EfW facility is part of a significant investment which builds on the strong working partnership between PAPREC and Binn Group, focused on innovating to meet key environmental challenges and decarbonise the economy.

“The long term commitment of Perth & Kinross Council, including our 15-year partnership to treat local residual waste, was a key factor behind our major investment in this ambitious project.”

Transformational in driving green jobs

Allan MacGregor, CEO of Binn Group, added, “We’re excited that construction has begun on this new EfW facility, which will be transformational in driving business growth, creating new jobs and supporting further investment in the Eco Park and the wider Perthshire economy.

“This new facility will be crucial in creating a cleaner solution for managing non-recyclable waste enabling businesses and local authorities to meet their legal obligations as Scotland continues its transition away from landfill waste in advance of next year’s landfill ban. It will also create a clean source of energy which will benefit local businesses and our wider community.”

Perth and Kinross Council leader, Councillor Grant Laing, praised the initiative, stating, “This is a ground-breaking project and it is fantastic to see work getting underway. The investment in the Binn Eco Park at Glenfarg will support local jobs and also create a generous Community Benefit Fund.

“As a Council, we are committed to reducing our carbon footprint and encouraging our residents to recycle as much as possible. However there is some waste that cannot be recycled. Rather than sending this to landfill, this energy to waste system will create heat and electricity while reducing carbon emissions.”

The EfW plant is not only a step towards a greener future but also a significant investment in the local economy and community, positioning Tayside at the forefront of sustainable waste management and energy production.
