The following DEP notices were published in the December 3 PA Bulletin related to oil and gas industry facilities.  Many of the notices offer the opportunity for public comments.

— MarkWest Liberty Midstream & Resources LLC – Natural Gas Processing Facility: DEP invites comments on notice of intent to issue Air Quality Plan Approval to air pollution sources at the Natural Gas Processing Facility in Smith Twp., Washington County. (PA Bulletin, page 7434)

— CPV Fairview LLC – Fairview Natural Gas-Fired Energy Center: DEP invites comments on notice of intent to issue Title V Air Quality Permit for power plant in Jackson Twp., Cambria County.  (PA Bulletin, page 7434)

— Brunner Island, LLC – Brunner Island Power Plant: DEP issued Title V Air Quality Operating Permit for the electric generation station in East Manchester Twp., York County.   (PA Bulletin, page 7461)

Pipeline Compressor/Pumping Stations/Heaters

— Transcontinental Gas Pipe Line Company, LLC – Compressor Station 520: DEP issued extension of Air Quality Plan Approval for 180 days in Mifflin Twp., Lycoming County.    (PA Bulletin, page 7460)

— Eastern Gas Transmission & Storage Inc. – Stoney Run Compressor Station: DEP issued a renewal of a state-only Air Quality Permit for the compressor station in Gaskill Twp., Jefferson County.  (PA Bulletin, page 7462)

— Eastern Shore Natural Gas Co. – Daleville Compressor Station: Air Quality permit amended to include provisions related to a recent Plan Approval for the station in Londonderry Twp., Chester County.  (PA Bulletin, page 7463)

Chapter 105 Encroachment Permits

— Chesapeake Appalachia LLC — Well Pad Construction: After-the-fact Chapter 105 permit for impacts to wetlands for a well pad in Terry Twp., Bradford County.  (PA Bulletin, page 7465)

— Repsol Oil & Gas USA, LLC: DEP issued a Chapter 105 permit for a project that impacts Red Run in McIntyre Twp., Lycoming County.   (PA Bulletin, page 7466)

Pennsylvania Oil & Gas Weekly Compliance Dashboard – Nov. 26 To Dec. 2

To give the public a better understanding of the compliance record of oil and gas industrial facilities in Pennsylvania, PA Environment Digest developed this feature summarizing the more serious violations DEP reports through its Compliance Reporting Database on a weekly basis — Saturday through Friday.

This feature is in addition to — PA Oil & Gas Industrial Facilities: Permit Notices/Opportunities To Comment— which lists the permits DEP is considering and has issued for oil and gas facilities.

Taken together, the public will get a weekly report on how the oil and gas industry is expanding across Pennsylvania and the kinds of environmental violations reported as a result of DEP’s inspections.

Weekly Summary

From November 26 through December 2, DEP inspections resulted in reporting 26 violations of environmental regulations– 12 major violations by the conventional oil and gas industry and 1 major violation by the unconventional shale natural gas industry.

So far this year– as of November 25— DEP issued 4,756 formal notices of violation to conventional operators and 1,052 to unconventional shale gas operators.

DEP issued a notice of violation to Mitch Well Energy Inc.  for failing to plug a conventional well before abandoning it in Erie County and to Alpha Wells Inc. for drilling a well without a permit.

The Department of Environmental Protection is inviting comments on the proposed renewal of an NPDES Industrial Waste Discharge Permit for the Energy Harbor Generation LLC  Little Blue Run Coal Ash Disposal Area (former Bruce Mansfield Power Plant) in Shippingport Borough, Beaver County.
