CA Bill to Let Voters Change their Voter Registration Immediately Before Primary

On September 13th, the California Legislature Passed AB 681.

The Bill lets Voters Change their Party Affiliation, and or Address within the same County, 14 Days Before and Late as Primary Day, without Filling Out a New Voter Registration Form.

A Provisional Ballot shall be Issued to the Voter if Either of the following applies:

(A) The Voter appears at the Voter’s Precinct, the Voter’s Name is Found on the Roster, the Voter has been Issued a Vote by Mail Ballot, and the Conditions set forth in Subdivision (a) of Section 3015 are Not Satisfied. They have Not already Voted by Mail.

(B) The Voter appears at a Location, other than the Voter’s Precinct, that is Equipped with an Electronic Poll Book or other means to Determine the Voter’s Precinct, but the entire County has Not established Connectivity between Locations such that the Location is Unable to Verify that the Voter has Not Cast a Ballot at another Location for the Election.

(c) Upon Receipt of a Properly Executed Written Request described in Subdivision (a), the Registration of the Voter shall be Immediately Updated and the Written Request shall be Maintained with the Voter’s Record.

It lets Voters Change their Party by Fax, E-Mail or Telephone, as well as In-Person at the Polls. If Poll Site has an Electronic Poll Book

It also Provides that All Voters will be Sent, a Notice by Postal Mail, Several Months before a Primary, telling them what their Current Party Affiliation is.

In the Case of Independent Voters, Two such Notices will be Sent.

The Voter will then Vote by Provisional or Non-Provisional Ballot according to the different Provisions they fall into.
