DEF CON CTF

Background: Voting Village & Speaking Track

In 2017, DEF CON launched the Voting Machine Hacking Village (Voting Village), which sought to elevate the issue of cyber and voting security at a moment when news about Russian adversaries hacking the 2016 election was making headlines. The Voting Village is the only public forum in the United States at which hackers have nearly unrestricted access to discover vulnerabilities in the equipment.

Back for its second year in 2018, the Voting Village dramatically expanded its hands-on activities and audience, making more than 30 pieces of voting machines and other equipment available to its participants. Over the course of 3 days, DEF CON hackers successfully hacked 30+ devices including voting machines and electronic pollbooks, most of which were used in the U.S. 2018 midterm elections.

The demonstration publicly showed audiences – in person and around the world – how truly vulnerable U.S. voting systems are to cyberattacks. The event attracted national media and totaling nearly 2,000 media hits reaching more than 2.8 billion people, with social media engagement topping an additional 146 million social media impressions.

Most importantly, the Voting Village embraced a mission to help election officials at all levels better understand how to make systems safer and more secure.

The Voting Village will return for its third year at DEF CON 27. As it did the past two years, it will feature a speaking track that will highlight the various aspects of election cybersecurity, including the technical components that make up our election infrastructure ranging from hardware, to software to databases. To that end, the DEF CON Voting Village is issuing this call for papers and speakers to address fresh, unique aspects of this issue, particularly from the perspective of the hacker.

All presentations must have an educational focus and are NOT intended to be a business promotion for a product or service. All presentations will be 25 minutes long.

All the Democratic-Appointed Justices Dissented, except for Justice Stephen Breyer who said he would have Allowed the Contracting Process to move Forward but Blocked Actual Construction.
