New York Automatic Voter Registration Act of 2019


The New York Automatic Voter Registration Act of 2019 (S1278) was filed in the New York State Senate on January 11th, 2019.

Co-Sponsors: Sen. Joseph P. Addabbo Jr. (D-15th District), Sen. Jamaal T. Bailey (D-36th District), Brian A. Benjamin (D-30th District, and Alessandra Biaggi (D-34th District).

The Bill is now in the Senate Elections Law Section.

Each Person Qualified to Vote, shall be Automatically Registered to Vote, provided that the Person does Not Elect to Decline to Register to Vote.

The State Board of Elections or County Board of Elections shall Register to Vote or Update the Registration Record of any Person in the State when they complete an Application for a New or Renewed Driver's License, Non-Driver State ID Card, Pre-Licensing Course Certificate, Learner's Permit or Certification of Supervised Driving with the Department of Motor Vehicles, or Notifies such Department in Writing of a Change of their Name or Address; Completes an Application for Services, Renewal or Recertification for Services, or Change of Address relating to such Services from Agencies.

Also for those who Completes an Application for Services, Renewal, or Recertification for Services, or Change of Address Relating to such Services from:

- Municipal Housing Authority

- Registers for Classes at Institutions of the State University of New York and the City University of New York

- Completes a Maximum Sentence of Imprisonment or is Discharged from Parole

- Completes an Application for Unemployment Insurance

- Becomes a Member or Employee of the New York Division of Military and Naval Affairs

Completes an Application with any State Agency Designated as a Source Agency:

- Department of Motor Vehicles
- The State University of New York and the City University of New York
- All Public Housing Authorities
- The Department of Corrections and Community Supervision
- The Department of Labor
- The New York Division of Military and Naval Affairs
- Any Agency Designated by the State Board of Elections

The Bill also defines how the Collected Information will be delivered to the Board Of Elections and how it is Added-To or Updates the Voter Roll Database.
