New York Secretary of State Rossana Rosado (D) and Rockefeller Institute President Jim Malatras will Lead Gov. Andrew Cuomo’s Panel on the coming 2020 U.S. Census.

The Panel, known as the New York State Complete Count Commission, will also include:

- Suffolk County Executive Steve Bellone

- Deputy Commissioner of Faith-Based Community Development Karim Camara

- New York City Office of Immigrant Affairs Commission Bitta Mostofi

- Labor Commissioner Roberta Reardon

- New York City Planning Department Chief Demographic Officer Joseph Salvo

- Rochester Mayor Lovely Warren

The Census is especially fraught as President Trump’s Administration seeks to include a Box on whether a Person is an Undocumented Immigrant, potentially leading to an Undercount in areas like New York.

A Federal Judge in Manhattan Ruled that The Trump Administration’s Decision to Add a Citizenship Question to the 2020 Census was Unlawful. In his Ruling, Judge Jesse Furman, of the U.S. District Court for the Southern District of New York, Blocked the Administration from Adding the Question the Census Questionnaire. Furman, an Obama Appointee, said Commerce Secretary Wilbur Ross Violated a Statute that Requires him, in circumstances like those here, to Collect Data through the Acquisition and use of “Administrative Records” instead of through “Direct Inquiries” on a Survey such as the Census.

We will have to wait to see if the Supreme Court takes an Appeal.

“While the federal government shamefully tries to use the census as a tool to attack immigrants and wage war on blue states, in New York we are committed to a robust, comprehensive effort to ensure that every New Yorker is counted and that we receive our fair share of representation and federal funding,” Cuomo said. “I’m proud that this highly qualified Commission will work with traditionally underrepresented groups and local governments across the state to ensure a full count.”

The Commission is expected to Analyze Prior Census Data and Areas in which there were Undercounts.
