Guam legislator Joe San Agustin has introduced Bill 45-34, also called the Election Reform Act.

It would abolish all Primary Elections and save about $400,000.

The Bill does not attempt to tell Political Parties how to nominate Candidates, but presumably they would do that under their own Rules.

The Bill also makes Election Day a Holiday.

Guam Election Commission (GEC) Executive Director Maria Pangelinan said, "What the Guam Election Commission is doing is looking at where operations here at GEC may change if the law is passed. To Sen. San Agustin’s credit, he came to visit us some time before he introduced the bill to get some technical information. As we take a look at the bill, it will be discussed in our meeting on April 20."
