Did President Trump commit sexual harassment towards Senator Gillibrand on Twitter?

Tuesday, President Trump attacked Senator Kirsten Gillibrand on Twitter when he tweeted:

Senator Gillibrand is one of the leading Democrats in the Senate that have called for President Trump to resign over allegations of sexual misconduct. President Trump has been accused by at least 16 women of inappropriate behavior. She also led the charge to force Senator Al Franken to resign after numerous allegations were made against him. Senator Gillibrand responded to President Trump on Twitter where she tweeted:

Gillibrand is seen as a possible candidate for president in 2020. She was best known, until recently, for her battles with the military over their handling of sexual assault cases inside the military. With the #MeToo movement going on in full force right now, a question comes to mind. Should President Trump’s tweet be considered Sexual Harassment of Senator Gillibrand?
