  • Irregularities revealed in the audit report

chandrapurIn the audit report, irregularities of Rs 3 crore 16 lakh 55 thousand were revealed in the District Intermediate Cooperative Bank in three years from 2016 to 2019. In this case, the liability was fixed at 27 directors and 6 former executive directors , including the former and current president of the bank.

Notice has been sent to all of them to submit a written statement to the Chandrapur office of the Cooperative Society of the Deputy District Registrar. Since the notice also states that if the written explanation is not submitted within the established period, legal action will be taken considering the previous recoverable amount admissible, so the Board of Directors and bank officials are nervous.

On June 24, 2022, then Divisional Registrar Praveen Wankhede ordered a government audit into the behavior of Manohar Paunkar, the former chairman of the bank, who was being housed in Anukampa Noker Bharti District Jail. Special District Auditor Sh. Gode ​​did the audit and delivered the report to the divisional joint registrars. Many serious problems have been found in this report. Security Guard Supply, Sindewahi Bank Branch Construction, Gondpimpri Bank Toilet Construction, Neri Branch Security Wall Construction, Rajura Branch Security Wall Construction, Chandankheda Building Construction, Electrical Works Chandankheda Bank Branch, Chimur Branch Construction and Repair, Chimur Branch Additional Construction, Shegaon Branch Bath Irregularities have been found in the audit of a total of 19 such construction sites.

In this, mainly the security guard contract was awarded to Rakshak Security Services. The bank had a contract to supply 93 security guards to various branches each month. However, between 2017 and 2019, an additional 550 security guards were deployed. The bank made an additional payment of Rs 57 lakh 90,390 to the contractor. On the other hand, the contract for the armed security guard was given without bidding to Rakshak Suraksha. Within three years, an additional 135 armed security guards were deployed to the bank. For that, 21 lakh 94 thousand 591 rupees were wasted. An additional payment of Rs 79 lakh 84 thousand 981 was made for security guards and armed security guards.

The bank built new buildings in rural areas. For this, 91 lakh 59 thousand 53 crore was paid to the contractor. Additional money was spent on renovating the bank’s headquarters in the city of Chandrapur. An additional amount of Rs one crore 17 lakh 11 409 was paid to the contractors. All these actions were approved by the Board of Directors. Therefore, now the District Undersecretary set the responsibility for the former president and 27 directors and six former executive presidents of the bank.

Curiously, all these Boards of Directors were asked to appear in person at the District Deputy Registrar’s office on April 11 at 12 noon and present a written explanation. It has been said in the letter that considering the above amount as recoverable, if the District Registrar does not give a written explanation to the Director in question and the then Director General, then this amount will be recovered from the Board of Directors and the officers.
