The Major Health insurance Plans would cost a lot more than the Basic Health Insurance, as the previous would also incur more costs if used. Whichever one applies to you has to be bought. It makes no sense to buy a Basic Plan if you’re going to need the Major Plan in the long run, or vice versa. You would be paying the money for your premium, as well as all the treatment that your health insurance policy excludes.
