Then here's a great way to get going. Sign-up for free on Traffic Builder sites like Traffic Swarm or just advertise them on the free ptc sites.
This way you would be assured that there's someone out there watching your site or blog. You can also join various sites that allow you to put posts. Sign-up for all such free sites, put in your website link and start pulling traffic. Easy isnt it. Well not exactly but this is kinda no investment way to get started. The whole funda is simple: if someone sees your site he or she might like it and refer it to someone else but if no ones watching it you dont stand a chance.

There are other sites like blog adda and blog carnival where you can register to promote your blog.
