After months of fraught negotiations, the Iraqi federal government and Kurdistan Regional Government (KRG) finally agreed on how to implement the federal budget law. Omed Sabah, president of the Diwan of the KRG Council of Ministers, declared in a statement Thursday that a memorandum of understanding had been signed, granting Erbil its much-needed financial entitlements in exchange for oil to be handed over to Baghdad.
