When the number of students enrolling in charter schools exceeds the available seats, a lottery system is used to determine enrollment. Contrary to some misconceptions and criticisms surrounding charter schools, it is essential to note that the lottery process used for enrollment is not exclusionary.

What is a Charter School Lottery?

A lottery is a random selection process that determines which students will be offered admission when the number of applicants exceeds the available spots. 

Why is a Lottery System Necessary?

The lottery system is implemented to ensure fairness in enrollment. Since charter schools sometimes have limited spots available, especially in high-demand areas, a lottery system eliminates bias and creates a fair and equitable selection process for all interested students. 

What Factors are Considered in the Lottery?

The charter school lottery at CalPac is designed to be fair and impartial. No student is given preferential treatment based on their academic performance or socioeconomic background. The lottery system ensures that each applicant has an equal chance of securing a seat.

How Does the Charter School Lottery Work at CalPac?

At California Pacific Charter Schools, the enrollment process begins with an open application period. Every effort will be made to hire enough teachers to provide a placement for all students who apply prior to the open enrollment deadline. In the event that the number of students who apply during open enrollment exceeds capacity,  the school will conduct a lottery. Applications from all students who apply after the open enrollment window closes will be held in abeyance pending available space. Subsequent, smaller lotteries will be held as needed when current waitlists have been exhausted.

What Happens After a Lottery is Held?

If your students’ name is pulled during a lottery, CalPac admissions staff will contact you and offer you a spot at our school. Once notified, families have the opportunity to accept or decline the offer. After accepting, parents will be required to complete the school admissions application and submit the mandatory documents required by the state for enrollment in a publicly funded school. Being selected for enrollment at one charter school does not hinder the chances of being accepted at another. 

My Student Wasn’t Offered a Spot, Now What?

In cases where students are not initially selected, CalPac ensures their placement on a waitlist, demonstrating our commitment to accommodating as many students as possible within our educational community as spots become available.

Is There a Priority Enrollment Policy?

Some charter schools implement priority enrollment policies, however, it’s important to note that specific policies may vary between charter schools. 

At CalPac, per our CPCS Lottery Policy, preference is given in the following order:

  1. Students who reside in the authorizing school district boundaries 
  2. Students who have siblings admitted to or attending the Charter School 
  3. Students who are children of the teachers and staff of the Charter School 
  4. All other applicants

CalPac also holds a priority re-enrollment window for all current CalPac students before open enrollment begins. Any current students who do not secure their spot for the following school year during this period will need to re-apply during the open enrollment period.
