When applying for or renewing a driver’s license, one of the requirements is a Medical certificate. This document ensures that drivers are free from health and mental conditions, diseases, and disabilities that may affect their driving ability. This requirement serves to safeguard pedestrians and other drivers from car accidents that might be the result of poor vision, sluggish reaction time, or other factors relating to the driver’s health. Although vehicular safety features have improved over the years, human error remains one of the most common causes of accidents on the road. A medical certificate helps to mitigate this risk by ensuring that drivers are in good health and capable of driving safely.
As I mentioned earlier, a medical certificate is a major requirement for getting a driver’s license. However, you cannot just walk into any hospital or clinic and obtain the medical certificate there, even if it is a government-owned one. The medical facility must be accredited by the Land Transportation Office (LTO); otherwise, they will not accept your medical certificate. The reason is that they need to have the capability to transfer the results electronically to the LTMS Portal. This is something that only LTO-accredited medical facilities can do.
In this article, we will give you a list of the LTO-accredited medical facilities in the National Capital Region (NCR). We will also discuss what the medical certificate is, why it is needed, and what kinds of tests are covered in the medical examination. Let’s begin.
Why is a Medical Certificate?
A medical certificate is issued by an LTO-accredited clinic that proves that you are healthy and in the right mind to drive a motor vehicle on public roads. You need a medical certificate when you are applying for a student permit, or getting a driver’s license. It is also a needed document when you are renewing your driver’s license.
A medical certificate is a document that certifies your physical and mental fitness to drive a motor vehicle. It states that you do not suffer from any condition that may impair your driving, such as a stroke, hearing or vision problems, or any disability. The LTO will use your medical certificate to determine if they will impose any conditions or restrictions on your driver’s license. For example, they might only allow you to drive when wearing corrective lenses or when using a hearing aid. They might also restrict you from driving at night or require you to drive in a customized motor vehicle. These driving conditions will depend on your health status, as indicated on your medical certificate.
List of LTO-Accredited Medical Clinics in NCR
You can find many LTO-accredited clinics near the LTO district offices and licensing centers. However, these clinics are often crowded because of the high demand for medical certificates. They are the closest ones to the LTO, so it is not surprising.
If you want to get your medical certificate before going to the LTO or if you want to renew your driver’s license online, you may consider visiting an accredited clinic that is nearer to you. This will save you some time, as most of these clinics have shorter queues than the ones near the LTO. What are the Tests Covered in the LTO Medical Exam?
The LTO medical exam is simple. You do not have to submit any blood or urine samples or undergo a chest x-ray. These are the health checks you will undergo in an LTO medical exam:
- Checking of height and weight
- Checking of blood pressure
- Eye test using a Snellen Chart
To assess your fitness for driving, the doctor or medical personnel will inquire about your medical history and any medications you are taking. They will also conduct medical tests to check your hearing, speech, and any disabilities or diseases that may impair your driving ability.
The medical exam will take around ten (10) minutes to finish. The result will be transmitted to the LTMS portal after you and the examining physician have your biometric finger scans. Your biometric fingerprint must also match the one in the LTO database (for renewal of a driver’s license).
How Much Does a Medical Certificate Cost?
When I renewed my driver’s license in April 2023, I paid PHP 450.00 for the medical certificate after taking the LTO medical exam. However, some people I know paid as much as 700 pesos for the same certificate because the accredited medical clinics had different fees and charges.
Fortunately, the Land Transportation Office has set a PHP 300 price cap on the medical exam fee for driver’s license applicants since May 20231. The LTO said this policy was based on the recommendations of a committee that studied and consulted with various stakeholders to determine the most reasonable fee for accredited health facilities.
The new maximum fee applies to all LTO-accredited medical facilities where physicians conduct the required medical, physical, optical, and other examinations for student driver’s permits, new non-professional driver’s licenses, and new conductor’s licenses, as well as renewals and upgrades from non-professional to professional driver’s licenses.
