Concept of SET/SLET
 
University Grants Commission (UGC) has recommended the introduction of National Eligibility Test (NET) to determine eligibility for lectureship and for award of Junior Research Fellowship (JRF) for Indian nationals in order to ensure minimum standards for the entrants in the teaching profession and research as per the Government of India Notification dated 22nd July 1988. Accordingly, UGC conducted the first test for Junior Research Fellowship (JRF) and Eligibility for Lectureship on 24th December, 1989 in the subjects falling under Humanities and Social Sciences including languages and some science subjects. The Council of Scientific Industrial Research (CSIR) conducted the Joint UGC-CSIR Test for JRF and eligibility for Lectureship on 31st December, 1989 for disciplines falling under the basic sciences. Since then UGC and CSIR have been conducting these tests on a regular basis – generally twice every year, i.e. in June/July and December/January. At present, NTA has been conducting NET on behalf of UGC and CSIR.

Simultaneously, the State Government and Union Territories were also given the option of conducting their own Tests for eligibility for lectureship /Assistant Professor at the state level or alternatively, adopt UGC and UGC/CSIR test. Some of the states have opted to conduct their own examination which was first named as State Level Eligibility Test (SLET) and letter renamed as State Eligibility Test (SET) for eligibility for Lectureship/Assistant Professorship. The University Grants Commission (UGC), on the request of the State Government, grants accreditation to the state nodal agency to hold SLET/SET for a fixed term. The Commission at its meeting held on 25th May 1990 decided to constitute a UGC Committee on accreditation of test to be conducted by State Committee and Union Territories. This committee is designated as U-CAT.

This state level Test is based on the same pattern as of the National Eligibility Test (NET) conducted by UGC and UGC/CSIR for Humanities, Social Sciences and Sciences subjects respectively.

The State Government may identify an agency to conduct SET for the UT/State. This agency may be a University, or an examination body of repute or a reputed agency associated with recruitment of teachers for higher education.
