Dr Raju Narayana Swamy IAS was born into a family of professors so he never lacked motivation at home and had a keen interest in learning, so he did exceptionally well in school and won numerous awards. He completed his high school schooling at Changanacherry’s Sacred Heart High School and his pre-degree at St. Berchmans College. In the IIT Joint Entrance Examination for entrance to the Indian Institutes of Technology, he received the 10th-best score. He graduated first in his class with a degree in computer science from the Indian Institute of Technology in Madras.

The Massachusetts Institute of Technology (MIT) offered him a full scholarship, but he chose to pursue a job in the civil service instead. His choice for the Civil Services was “a dangerous combination” of his two favorite courses, mathematics and physics, and in 1992 he entered the Kerala Cadre.

Raju Swamy received training at esteemed institutions both in India (IIMs, for example) and overseas. (ENA; Paris, France; Canada; etc.). He possesses a diploma in cyber law from the Government Law College in Mumbai, a postgraduate degree in cyber law, a postgraduate degree in environmental law, and two postgraduate degrees from each of the National Law Universities in Delhi and Kolkata.

Raju Swamy received a Ph.D. from Amrita Vishwa Vidyapeetham in August 2011. His second Ph.D. is presently being awarded to him by Gujarat National Law University. He is the first official to earn the top grade in each of the ten classes offered by the World Bank Institute and the National Institute of Disaster Management, both in New Delhi. Nearly 16 post-graduation courses have been successfully finished by him.

A planned land deal involving the son and daughter of Kerala Public Works Minister T. U. Kuruvilla was investigated in 2007 by Raju Swamy. After a probe, Kuruvilla was compelled to resign. A large portion of the land, which he surveyed, was government property, indicating a possible violation of the Benami Transactions (Prohibition) Act of 1988. As a result, Kuruvilla resigned. Regarding claimed illegal landholdings, Raju Swamy has also taken legal action against former minister P. J. Joseph and his family. He has undergone a number of transfers since 2007, and the Election Commission of India has selected him for 34 election posts in 16 states across the nation. In his 22-year tenure, he has been transferred over 20 times. He served all six districts in the Kanpur division during the 2012 elections in Uttar Pradesh.

Raju Narayana Swamy Present Posting

When Raju Narayana became the Coconut Development Board’s head in August 2018, he discovered corruption involving the CDB’s technical officer and regional director for Bangalore. He was transferred and sent to the Central Administrative Tribunal on March 7, 2019, where his case is still pending.

Currently, Mr. Swamy is the Chairman of the Coconut Development Board in Kochi, Kerala.
