The Department of Drinking Water and Sanitation (DDWS), Ministry of Jal Shakti, Government of India is organizing National Level Film Competition from 14th June 2023 to 15th August 2023 showcasing assets created in an ODF plus Model village under Phase 2 of Swachh Bharat Mission-Grameen (SBMG) and in celebration of Azadi ka Amrit Mahotsav.

The Competition will generate awareness of ODF Plus goals and create demand for assets as underlined in Phase II for ensuring ‘sampoorn swachhata’ in rural India, the participation of rural citizenry and institutions is imperative. The rural masses need to share their ideas and creativity through short films capturing various components of ODF Plus.

The competition will leverage the capabilities of individuals and communities in rural India to create a people’s movement to ensure the sustainability of Open Defecation Free (ODF) status and ensure that all the villages have arrangements for solid & liquid waste management.

Through this collaborative effort, the Department of Drinking Water and Sanitation, Ministry of Jal Shakti, along with MyGov, aims to empower rural communities, highlight their creative potential, and foster a sense of ownership and responsibility towards maintaining cleanliness and sustainable sanitation practices in rural India.

Themes for Participation and Award Details

The National Level Film Competition from 14th June 2023 to 15th August 2023, will be showcasing assets created in an ODF plus Model village, covering all the ODF plus assets in the village.

The States/UTs’ will share the three best Entries with DDWS for further evaluation. Subsequently, the best-qualified entries will be felicitated with Certificate, Memento, and Cash Prizes:

• First Prize – Rs. 8.0 lakh
• Second Prize – Rs. 6.0 lakh
• Third Prize – Rs. 4.0 lakh
• Fourth Prize – Rs. 2.0 lakh
• Fifth Prize – Rs. 1.0 lakh

at National Level by DDWS in each zone indicated in the table below:

Participation Guidelines

1. All citizens and National / State Level Film Institutes are eligible to participate in the competition.
2. The campaign will be from 14th June 2023 to 15th August, 2023.
3. The film entries should be in good quality (high-resolution video with clear action shots and subtitles, as applicable).
4. The video must capture the essence of the interventions and highlight the innovations, if any.
5. In case the video has sections/narration in vernacular language, subtitles in English/ Hindi may be added.
6. The film entries are to be verified & evaluated by the States/UTs for authenticity, quality, and appropriateness, and the final state-wise shortlisted entries to be shared with DDWS for review and consideration of central/national awards.
7. Innovation in the implementation of the ideas or presenting already implemented innovations in the film may be given more weightage and be kept as one of the important parameters while ranking the entries.
8. The States and districts to suitably felicitate the shortlisted entries at their level. SBMG IEC funds may be utilized for the same.
9. DDWS will recognize the best film entries submitted in the competition suitably.

Important Dates

Terms and Conditions

1. The entries are eligible in all recognized Indian languages/dialects.
2. DDWS will have copyright on the submitted entries for future use on its platform (website, social media and others) without any interference or permission(s).
3. DDWS will not be responsible for any legal or financial implications involved in the production of films including use of celebrities, songs, footage etc.
4. The participant to self-certify the authenticity/claim about original work of the submitted entries or for consideration of awards.
5. Every film entry should have clear VO/dialogue/music/song etc.
6. Each video should have subtitles in Hindi and English and should not carry any political message, in any form.
7. The participant may consider using local geography, issues, themes, music/folk etc.
8. The entries must have clear details of participant’s name, contact number, Theme/category for consideration.
9. The film has to be uploaded on YouTube with a valid and active email id. The upload link needs to be filled up in Participation form on www.mygov.in competition link. The video should not be more than 4 minutes of time duration.
10. The best entries for each theme/category received from every state/UT will be reviewed by a National Committee constituted by DDWS, Ministry of Jal Shakti for National Awards in respective categories.
11. The announcement of awardees and felicitation will be done at a National DDWS Event with memento and certificates.
12. No requests relating to claims of re-evaluation of the entries will be considered.
13. The decision of the committee will be final and binding to all the entries.
14. At any stage of evaluation, if an entry is found to violate the guidelines rules, the entry will be removed from the evaluation process without giving any intimation.
