PBB 2021: An Unprecedented Delay in Philippine History

The Alliance of Concerned Teachers (ACT) Philippines expressed deep dismay at the unrelenting delay in the release of Performance-Based Bonuses (PBB) for Education Support Personnel, a delay spanning a staggering two years. The group’s frustration stems from the recent revelation by the Department of Budget and Management (DBM) that they had returned the requisite documentation for the bonuses due to discrepancies.

As we find ourselves in September 2023, the PBB for 2021 remains conspicuously absent from the hands of education support personnel. The Department of Education (DepEd) has grappled with these discrepancies for an extended period, leaving many to question their competence in administering the Performance-Based Bonus system. Vladimer Quetua, ACT’s National Chairperson, candidly remarked,

“This is not the first time that DepEd has implemented the Performance-Based Bonus, yet they persistently fail to release it on schedule.”

Furthermore, despite the DBM’s recent announcement that they had allocated P11.6 billion to benefit 920,073 PBB 2021 recipients, teachers are still disillusioned by the DepEd’s sluggish handling of the necessary requirements. Quetua emphasized,

“We demand an end to this agonizing delay in the PBB release. DepEd must ensure the timely submission of required documents and learn from their past mistakes. Teachers and education workers have earned the right to be compensated punctually.”

In conclusion, the seemingly interminable delay in disbursing the PBB 2021 has not only disappointed many but also underscored the need for a more efficient and responsive administration within the DepEd. The Alliance of Concerned Teachers remains resolute in its call for timely compensation for those who tirelessly serve the nation’s educational needs.
