No Driver's License Confiscation: Understanding Traffic Regulations in Metro Manila.

Instead, they will be equipped with body cameras and will issue infraction fines through portable devices linked to the Land Transportation Office's (LTO) system.

The single ticketing system is an innovative method that intends to penalize drivers by issuing infraction tickets and demerit points rather than removing their licenses. This technique was created to provide a fair and systematic approach to traffic management while minimizing possible disturbance for motorists.


Violation Tickets and Demerit Points: What Are They?

Instead of taking the driver's license, traffic officers issue infraction tickets under the single ticketing system. Each offense is assigned a certain amount of demerit points. When these points collect in the driver's record, they might lead to license suspension if they reach a particular level. This guarantees that small transgressions are not overlooked, since they may lead to a greater problem if repeated.


Conditions for Getting a Confiscated License

When claiming your seized driver's license, bring the following fundamental requirements: 

  • Receipt for Ordinance Violation (original) 
  • LTO Registration Certificate and Official Receipt (photocopy)
  • A photocopy of your valid ID 

If you're claiming a seized driver's license via a representative, you'll also need to produce an authorisation letter. You must also file an Affidavit of Loss if you lose your original OVR ticket.  


Circumstances and Consequences of License Confiscation

Although the main goal of the single ticketing system is to retain drivers' licenses in their hands, seizure may occur if the accumulated demerit points exceed a certain level. This is the system's technique for dealing with repeat offenders.


Furthermore, unclaimed licenses after seizure impede renewal processes. To retrieve their licenses, holders of such licenses must pay specified fees, emphasizing the significance of safe, law-abiding driving and timely payment of penalties.


The Position of the Land Transportation Office on License Plate Confiscation

Aside from driver's license requirements, the Land Transportation Office (LTO) maintains severe restrictions regarding license plate seizure. Such acts are strictly prohibited by the LTO. Instead, offenses involving license plates may result in penalties such as suspension, revocation of registration, or impoundment with LTO alarm tags.
