1. J&K Agricultural Land Regulations 2022

The Jammu and Kashmir Administration notified Jammu and Kashmir Agricultural Land (Conversion for Non-Agricultural Purposes) Regulations 2022. These rules were notified under the Jammu and Kashmir Land Revenue Act, Samvat 1996.

The rules issued are:

  • Agricultural Land can be used for other purposes but only after taking permission from the district collector. The collector shall give permission only after getting recommendations from the district level committee, constituted in this regard. This district level committee shall meet on weekly basis.
  • The person/party seeking permission to use land for other purposes has to deposit a requisite fee.
  • The person/party can use the land only for the purpose included in the permit and not for any other purpose.
  • The applicant should start the work within one year of getting permission. Otherwise, the permission shall expire. If the collector is satisfied that the work had not been started due to unavoidable reasons, he/she shall extend the permission. However, the maximum limit to such permission is two years.
  • The application seeking permission for use of agricultural land for other purposes shall be filed online through a dedicated portal.
  • After submission of application, the concerned district collector has to decide on it in around 30 days.

2. District Level Good Governance Index Released By Amit Shah

The index assesses and ranks the districts of Jammu Kashmir based upon their governance. It was prepared by the “Department of Administrative Reforms and Public Grievances (DARPG)“, “JK-Institute of Management, Public Adminstration and Rural Development“. And Centre for Good Governance-Hyderabad (CGG) has provided the tech support to create the framework of the index.

This is a first of its kind index for any UT.

It will be calculated using 58 indicators in 10 sectors. The sectors include “citizen centric governance”, “public safety and judiciary”, “welfare and development”, “economic governance”, “public infrastructure and utilities”, “public health”, “human resource development”, “commerce and industry” and “agriculture and allied sector”.

This index was prepared in pursuance of the announcements made in the “Behtar Nizam-e-Hukumat Kashmir Aelamia” resolution adopted on July,02,2021.

In the index, Jammu district topped followed byDoda and Samba districts. Srinagar has ranked at 5th position and Rajouri finished at the last spot.

The 20 districts of UT were also separately ranked under the various sectors. The list is given below:

3. Five Kashmiri StartUps Participate At Dubai Expo

Five Kashmiri StartUps participated in Dubai Expo and JK Govt sealed many investment deals with Dubai based companies.

The StartUps include:

  2. eFruit Mandi
  3. Kashmiri Trout
  4. Sky Robo Drones

4. LG Manoj Sinha Releases Book

Lieutenant Governor, Manoj Sinha released a book titled “Prakrtik, Vaidik avem Jaivik Kheti- Graameen Udyamita Ka Naya Swaroop” published by Chudamani Sanskrit Sansthan.

Chudamani Sanskrit Sansthan is an organisation aiming at advancements of Sanskrit heritage, culture and traditions.

5. ‘Purple Revolution’: J&K’s gift to ‘StartUp India’.

Purple revolution refers to the enormous growth of high value essential oil bearing Lavender crop. Lavenders crop is being grown under “Mission Aroma” in various districts of Jammu Kashmir.

Aroma Mission was launched by the Union Ministry of Science & Technology through the Council of Scientific & Industrial Research (CSIR).

Dr Jitendra singh called “Purple revolution” as the JK’s gift to “StartUp India” scheme. It was said on occassion of ‘First National Start Up Day” celebrated on January 16, 2022.

6. Strategic Areas In Jammu KAshmir

JK adminstration gave its approval to declare more than a thousand kanals of land in Gulmarg and 354 kanals of land in Sonmarg as “Strategic Areas”.

This land will be sued for operational and training requirements of the armed forces. The order approving the grant of land makes it binding that the environment related laws shall strictly be followed and that no other applicable law in force in JK is breached.

7. Stampede in Mata Vaishno Devi Shrine

12 people were killed and 15 injured in a stampede at Vaishno Devi shrine in Katra area of Jammu and Kashmir.

Mata Vaishno Devi is a hindu religious pilgrimage atop the Trikuta hills in Reasi district of Jammu region that attracts lakhs of pilgrims from across the world every year. It has been listed in Swach iconic places along with Dal lake.

The Banganga River (tributary of Chenab) passes through the Katra town.

8. After bringing J&K, Ladakh under IAS-IPS AGMUT cadre, Modi govt tags them ‘Hard Areas’.

The Ministry of Home Affairs (MHA) had divided the AGMUT cadre into two regions: Category A or Regular areas (Delhi, Chandigarh, Goa, Puducherry, Dadra and Nagar Haveli, and Daman and Diu) and Category B or Hard areas (Arunachal Pradesh and Mizoram, and now J&K and Ladakh).

The Union territories of Jammu and Kashmir and Ladakh have been placed under the category of ‘Hard Areas’ for the joint AGMUT (Arunachal Pradesh-Goa-Mizoram and Union Territories) cadre for IAS and IPS officers.

Putting J&K and Ladakh’s as ‘Hard Areas’ is expected to help boost the recruitment of IAS officers for these territories.

This categorisation is done on the basis of topography and degree of sensitivity of a region.

9. Dubai’s “DP World” to build dry port in Jammu Kashmir UT.

This port will be setup on 250 acres of land in Jammu.

It will be a “multi modal” logistics park and hub comprising warehouses and storage to encourage inter-modal transfer of cotainers, bulk and break-bulk cargo.

It will solve freight problems and with it, the products of the UT will reach the world markets.

10. Jerri Hamlet declared as first “milk village” in J&K.

The JK govt has declared “Jerri” settlement in Reasi district as the first “milk village” in the Jammu Kashmir UT and sanctioned 57 more dairy farms under the IDDS (integrated Dairy Development Scheme) for the hamlet.

Under IDDS, dairy units of five animals are provided with a 50% subsidy.

11. District Panels To Prepare Zonal Master Plans For 5 eco-sensitive Zones of JK

JK Govt has accorded sanction to the constitution of the district level committees for preparation of zonal master plans for the following 5 eco-sensitive zone sof JK:

  1. Jasrotia Wildlife sanctuary in Kathua.
  2. Rajparian wildlife sanctuary in Anantnag.
  3. Hirpors wildlife sanctuary in Shopian
  4. Ramnagar wildlife sanctuary in Jammu
  5. Kishtwar high altitude national park in Kishtwar

The proposed district level committee will have many members with Deputy commissioner (of the concerned district) as chairman and wildlife warden (concerned) as member secretary.

A section of the tunnel on Banihal-Katra railway link in Jammu Kashmir has been completed. The completed portion stretches between Kundan Adit and Arpinchala in Khari tehsil.

Features of Banihal-Katra railway tunnel:

  • This tunnel is named T-49B and is going to be the longest railway tunnel (12.6 km) of Indian railways.
  • It is a part of Udhampur-Srinagar-Baramulla Railway line.
  • It employs Austrian Tunneling method.
  • It will have double tracks.

Jammu And Kashmir First In Country To Reserve 15 Percent Jobs For Women In non gazzetted police Police. It was announced by Manoj Sinha on occasion of National Girl Child Day celebrated on 24th January.

At present, women constitute only 3% of total strength of J&K police.

“The step of 15 % reservation for women in JKP will give due representation to women in the Police force and will ensure the availability of sufficient women personnel to engage exclusively in the matter of gender-based crimes. The move will lay the foundation for a peaceful, prosperous and sustainable society” Manoj Sinha said.

14. JK Govt Launches “Srinagar City Heritage Tour Bus”.

On occasion of National tourism day (National Tourism day and National Voters days are celebrated on 25th January), the tourism department of JK relaunched ” Srinagar City Heritage Tour Bus” for tourists to showcase the heritage sites, cuisines and handicrafts of the city to enhance tourism potential of the area.

The tourists will be taken to sites like Dargah Hazratbal, Chatti Padshahi, Hari Parbat, Jamia Masjid and it will start from Zabarwan Park.

This relaunching of the heritage bus service is going to boost tourism.

15. Surveillance Towers being installed along water bodies in Srinagar and adjacent areas.

This was revealed by DC Srinagar while he was on his visit to review the pace of ongoing process of rejuvenation and restoration works on historical water bodies in Srinagar, which include Khushaal Sar, Gilsar and Vicharnag.

Remember that ” Vicharnag water body junction connects river Sind of Ganderbal with Gilsar lake”.

16. Chief Secretary Directs Opening of Panthal Tunnel by April 2022.

This tunnel is on NH 44 connecting Jammu with Srinagar.

This tunnel will provide reliable connectivity by-passing the current landslide prone stretch of NH 44.

17. LG Manoj Sinha reveals Mantra of 4P’s.

While talking on occasion of Republic day, LG maoj sinha said that “land reservations in the UT were on pattern of mountain states” and the govt will continue to march ahead with mantra of 4P’s-Peace, Progress, Prosperity and People first.

18. R-Day Parade. JK Tableau depicts “changing face of Jammu Kashmir”.

The tableau of JK UT at republic day parade depicted “changing face of Jammu Kashmir” in the backdrop of development scenario.

The front portion of the tableau showcased world famous Mata Vaishno Devi Bhawan and the rear portion depicted IIM, IIT, AIIMS and international airport that are being established in the UT>

The main highlight of the tableu was Banihal Qazigund tunnel.

Note: Jammu and Kashmir is the most represented state/UT since 2005 in Republic day parade. Except in 2021, J&K is the only state whose tableau was part of every republic day parade since 2005.

19. J&K police ASI BAbu Ram gets Ashok Chakra.

Ashok Chakra

It is India’s highest peacetime military decoration awarded for valor, courageous action or self-sacrifice away from the battlefield.

It is the peace time equivalent of the “Param Vir Chakra” and is awarded for the most conspicuous bravery or some daring or pre-eminent valour or self-sacrifice other than in the face of the enemy.

It is awarded either to a military or civilian personnel.

21. 3 persons from JK UT and 2 from Ladakh UT get Padma Awards 2022

The padma awardees from JK Ut and Ladakh UT are;

  1. Gh Nabi Azad (JK). He has been awarded Padam Bhushan in the category of public affairs. He was the 7th Chief Minister of Jammu Kashmir state from 2005 to 2008.
  2. Vishwamurti Shastri (JK) Is a sanskrit Professor. He has been awarded Padam Shri in the field of literature and education.
  3. Faisal Ahmad Dar (JK) has been awarded Padam Shri in the field of Sports. He is associated with martial arts and is the the first Padma Awardee from Kashmir in Sports Category.
  4. Akhone Asgar Ali Basharat (Ladakh) has been awarded Padam Shri in the field of literature and education. He is a Balti Poet.
  5. Tsering Namgyal (Ladakh) has been awarded Padam Shri in the field of Art

22. Jammu and Kashmir in ISFR Report 2021

According to the ISFR 2021 released recently, the densest forest area of the country has ended in Jammu and Kashmir. The dense forest area in Jammu and Kashmir in 2019 was 4279 sqkm, which is 4155 sqkm in 2021. However, with the increase in open forests, the total forest area of Jammu and Kashmir has also increased.

In the year 2019, the total forest area of Jammu Kashmir was 21358 sq km, while in 2021, it has increased to 21387 sq km.

About Indian State of Forest Report (ISFR)

It is a bi-ennial report on India’s forest and tree cover. It is published by “Forest Survey of India“.

The first survey was published in 1987, and ISFR 2021 is the 17th report.

It surveys three categories of forests viz Very dense forests (canopy density over 70%), moderately dense forests (canopy density 40%-70%) and open forests (canopy density 10% – 40%). It does not count scrubs (canopy density less than 10%) as forests.

23. Govt notifies J&K Land Passbook rules 2022.

These rules stipulate that the land pass book (LPB) granted may be used as a document for grant of any financial assistance by the financial institution.

The entries in the LPB will have the same evidentiary value as if they were certified copies of the record-of-rights and other public record for all intents and purposes before the courts and the financial institutions including banks.

According to these rules:

  1. each revenue village will be unit for issuance of LPB to a landholder.
  2. Each page of the LPB, will be digitally coded with QR code to avoid tampering.
  3. No LPB will be issued for any govt land.

24. LG unveils “Charkha” at Srinagar International Airport.

This charkha, measuring 8.6 ft by 4.3 ft and weighing 71 kg has been installed by JK Khadi and Village industries.

25. Adminstrative Council approves establishment of modern cold storage in Jammu

Adminstrative Council has approved establishment of 5000 MT Multi Chambered Modern Cold Storage and Ripening Project for storing fresh fruits & vegetables, by J&K State Agro Industries Development Corporation Ltd.

The project will be first of its kind cold storage facility for fresh fruits and vegetables in Jammu district and will be constructed at an estimated cost of Rs. 2646.73 lakh at Talab Tiloo, Jammu in next eight months. It will help in reducing post harvest losses.

26. Transfer of administrative control of the Craft Development Institute (CDI) to the Industries and Commerce Department.

The adminstrative council has approved the transfer of administrative control of the Craft Development Institute (CDI) to the Industries and Commerce Department for promoting GI tagging of J&K arts and crafts, to streamline the GI tagging of Jammu and Kashmir’s art and craft through the Craft Development Institute.

The decision is aimed at promoting and developing the traditional, contemporary, modern and diversified crafts in Jammu and Kashmir through targeted and strategic planning.
The Craft Development Institute plays a pivotal role in identifying and promoting varied crafts and obtaining the coveted Geographical Indicator (GI) tag to further boost awareness and sales of authentic products.

The Institute has so far assisted Pashmina, Sozni, Kani, Khatamband, Papermachie, Walnut carving, and Carpet art in achieving the GI tag, whereas, Namdha, Shikara and Waguv are in the process of obtaining the same.

27. Book titled “The Chronicles Of Kashmir” launched.

 “The Chronicles of Kashmir” – biography of veteran Kashmiri Pandit leader and RSS ideologue, Amar Nath Vaishnavi was launched via a virtual ceremony organised by R V Learning Foundation, Amarnath Vaishnavi Centre of Excellence. It’s foreword has been written by Union Minister, Dr Jitendra Singh.

28. Chilai Kalan ends.

The 40-day long harshest part of the winter – ‘Chillai Kalan’ ended on 30th January.

Chilai Kalan starts on 21st December and ends on 30th January. It is followed by 20 days long “Chilai Khurd” and 10 days long “Chilla Bacha“.

29. KU bags ‘District Green Champion Award’

Kashmir University has bagged “District Green Champion Award 2021-22” for its exemplary work that has made a difference to the campus and its neighbourhood.

This award is conferred by The Mahatma Gandhi National Council of Rural Education (MGNCRE), Department of Higher Education, Ministry of Education, as part of ‘One District One Green Champion’ Awards.

The important parameters for this ranking include Water Management, Alternative Energy Sources (Solar Energy), Greenery Management, Waste Management and Land-Use Management including the Green Area inside the campus boundary.

30. MC Bishnah president removed

The J&K Government has removed Municipal Committee (MC) Bishnah president, Rajan Sharma from his office for abusing his official powers.

It can be done in exercise of powers conferred by Section 26 of the Jammu and Kashmir Municipal Act, 2000.

31. Arushi Kotwal conferred with prestigious Pradan Mantri Rashtriya Bal Puraskar (PMRBP),

Arushi Kotwal, hailing from Doda district of JKUT, has been conferred with prestigious Pradan Mantri Rashtriya Bal Puraskar (PMRBP), the highest award for the citizens below 18 years by Prime Minister, Narendra Modi, for her exceptional achievement in the field of Sports (Chess).

Pradan Mantri Rashtriya Bal Puraskar awardees are given a medal, a cash prize of Rs 1 lakh and a certificate.

Kotwal is the youngest player of Jammu and Kashmir to receive Sher-e-Kashmir Sports Award for the year 2011-12 at the age of 8 years and 10 months. She is also a State awardee of the year 2016 and also the only player of JKUT having WCM (Woman Candidate Master) title.

Till date, she has won 14 medals including 5 Gold, 6 Silver and 3 Bronze in all the three formats of Chess (Classical, Rapid and Blitz) in individual and team category.

32. Book, titled ‘La’lv’in-D’ag’, released.

A Kashmiri poetry book, titled ‘La’lv’in-D’ag’, authored by Kusum Dhar Sharda, published in both ‘Devnagri’ and ‘Nastaliq’ scripts, in a single volume, has hit the bookstands.

33. Ladakh to get Open Synthetic Track, Astro Turf Football Stadium

 Prime Minister Narendra Modi on Sunday announced that Ladakh will soon get an impressive Open Synthetic Track and Astro Turf Football Stadium.

This stadium is being built at a height of more than 10,000 feet and its construction is going to be completed soon. This will be the largest open stadium in Ladakh where 30,000 spectators can sit together. This modern football stadium in Ladakh will also have a synthetic track with 8 lanes.
