Blackout days are special days on which ‘special pack’ rates ( Rate cutters Or Special Tariff Vouchers) are not applicable on your prepaid pack. On these days, you are charged at your normal base plan rate, which expensive. So as a precaution recharge it adequately enough, to avoid running out of balance. Basically there are no discounted call rates and SMS on these days.  Almost all operators including Airtel, BSNL, Vodafone, Idea, Aircel are having black out days on 31st Dec and 1st Jan 2017.
