ASSISTANT DIRECTOR – GROUP TRAINING & TALENT DEVELOPMENT ~ for leading GSM telco operator in Qatar

Department / Section: Group Talent Development

Reporting to: Director Human Resources

Purpose: Drive the development of a Learning culture within the company by provision of a broad spectrum of talent development interventions, from developing an assessment centre with appropriate supporting methodologies to running and managing the training centre for the group.

Context: As the company evolves and moves forward and the market for talent becomes more competitive, development of talent has a strong role to play in developing skills and competencies within the organisation. This department has a training budget of in excess of few millions per annum.

ROLE ACCOUNTABILITIES

Overview

· Develops and drives through the Talent Development strategy and both long and short term plans for the organisation.

· Develops a strategy and ensures implementation of initiatives which will build and support a Learning Organisation.

· Ensures the development of an Assessment Centre for the Group’s use, and ultimately which will become self supporting by providing assessment centre services to the broader Qatar business community.

· Directs the development of assessment methodologies for all levels of staff which will identify development needs and assess potential for future growth.

· Embeds the Values and Culture of the organisation into all actions within the unit.

· Manages the production of training needs analysis and identification in consultation with the BU Heads, and ensures there is in place a process for initiating individual development plans for every individual in the organisation which are addressed regularly to ensure the company has competent people with the right skills and knowledge to take the business forward.

· Oversees the management and day to day operations of the company’s Training centre.

· Drives through the development of a Career Development Centre within the company which will provide guidance and support to employees at all levels to address their career aspirations by use of Job Family Models and any other appropriate methodologies.

· Ensures there is in place a sound succession plan for the organisation which will provide strong candidates for future growth and natural attrition.

· Develops and implements, in conjunction with the T&D Design and Development Section Head, a Leadership Development Programme for the organisation which would include bespoke MBA programmes, specific leadership programmes linked to the company’s competency framework, and works with external providers to develop those programmes specifically tailored to the company’s needs.

· Develop and manage the unit operational budget.

· Ensures the management and delivery of an on-line learning service to enable all the employees to complete a wide variety of courses on line.

· Manages, motivates and appraises staff within the unit to ensure the highest possible level of performance at all times.

· Provides sound recommendations to Senior Management on talent development practices within the organisation based on global best practices within the telecommunications field of operation.

· Acts as the most experienced advisor for all aspects related to the development of talent within the company

· Provides meaningful reports to Senior Management on a regular basis related to development progress, implementation of initiatives, skill gaps, succession plans etc.

· Inputs into the overall HR Strategy and operational plans.

Business orientation

· Drives through the creation of a Learning Culture within the organisation to enhance business effectiveness.

· Ensures a sound succession plan is created and articulated and appropriate actions taken to provide for future growth requirements.

Customers

· Internally all staff are customers of the unit and their needs as well as those of the organisation need to be met by the provision of development opportunities.

· Addresses the needs of the company’s external customers by the provision of training and development initiatives to ensure all the employees have the necessary skills and competencies to carry out their role requirements effectively.

Costs & Profitability

· Manages a unit budget of in excess of few million dollars per annum.

· Controls and monitors the return on investment of training and development initiatives to ensure the investment made delivers sound returns.

· Puts in place a succession plan and appropriate development initiatives which will ensure the company has identified its future leaders who will take the company forward for the future.

Problem Solving

· Day to day operational issues relating to Talent Development unit are resolved independently.

· Strategic problems would be addressed in conjunction with the Director Human Resources.

Planning & Organising

· Develops short, medium and long term plans for the Talent Development Unit.

· Inputs into the overall Strategy for Human Resources.

· Plans and manages own time effectively.

· Ensures the unit is fully staffed at all times to ensure it can deliver its responsibilities to the organisation.

  • Develops and disseminates regular reports to Senior Management.

Minimum Experience & Essential Knowledge

· Minimum of 12 years experience in a Development Role, of which 4 should be at Management Level in an organisation of similar size.

· Strong understanding of Development Initiatives

· Thorough knowledge of training interventions and solutions

· In-depth knowledge of Succession Planning and Leadership Development

Minimum Entry Qualifications

· Bachelors Degree in Human Resources or Business Administration

· Additional Qualification in Training Delivery or organisational Development

· Management of Unit Operating Budget.

· Return on investment of Training and Development.

· Training Quality (participant and manager feedback).

· Provision of on-line training (e-learning) capability.

· Employee satisfaction index.

· Independently makes decisions related to day to day operations and short term plans.

· Strategic decisions affecting the organisation would be taken in conjunction with the Director HR.

· Provides sound analysis and recommendations on which senior management can make decisions.

Business Impact

· The role has significant impact on the performance of the business as a whole by ensuring there is in place a methodology for assessing potential, skills gap analysis, succession plans, and training interventions which will deliver to the business highly trained competent people.

Communicating, negotiating & influencing

· Communicates and influences BU Heads in matters relating to staff capabilities and development.

· Influences Senior Management in relation to Talent Development initiatives and especially as related to cost and return on investment.
