Here's what the new IRCC update states:
On September 1, Immigration Refugees and Citizenship Canada (IRCC) announced the Distance Learning Measures, which were implemented during the Covid-19 pandemic, will be extended.
As per the update, students who have completed less than 50% of their PGWP-eligible studies outside of Canada will be eligible for a Post-Graduation Work Permit (PGWP) until December 31, 2023.
Before the global pandemic, all international students were required to complete more than half of their coursework in Canada and no more than 50% of their studies online. However, the time spent studying online outside of Canada was not counted toward PGWP eligibility.
Considering the travel restrictions during the pandemic, IRCC removed the online study restriction for students who:
- Were enrolled in PGWP-eligible programs in March 2020.
- Began PGWP-eligible programs between March 2020 & August 31, 2022.
These changes imply that students who started their studies overseas prior to August 31, 2022, can now use 100% of that time towards their eligibility for PGWP. And, for students who began their studies between September 1, 2022, and December 31, 2023, can count only 50% of their time towards PGWP eligibility.
This extension is not applicable to students studying overseas after September 1, 2023, irrespective of when they started their studies. It also does not apply to students who enrolled in programs after August 31, 2022.
What is PGWP
The Post-Graduation work permit or PGWP, is one of the integral aspects of Canadian immigration. This program enables international students graduating from Canadian universities and colleges, to work in the country for a maximum of three years after their graduation. Besides providing work opportunities, this permit also helps the graduates in obtaining permanent residency in Canada in the future.
PGWP is an open work permit enabling the student to work for almost any Canadian employer.

Eligible Institutions
The applicant for PGWP must provide evidence that the program or programs of study were taken in Canada at one of the following eligible Canadian designated learning institutions (DLIs):
- A public post-secondary institution, such as a college, a trade or technical school, a university, or CEGEP (in Quebec).
- A private post-secondary institution that operates under the same rules and regulations as public institutions in Quebec.
- A private or public secondary or post-secondary institution in Quebec offering qualifying programs of 900 hours or longer leading to a diploma of vocational studies (DVS) or an attestation of vocational specialization (AVS).
