It is imperative for governments across the country to prevent the worst effects of a warming world – searing heat, raging wildfires, limited water supplies.

The strategy, a lengthy and comprehensive document, marks a significant shift for a state government that has for years touted its record in promoting renewable energy but has shied away from tackling climate change in a coordinated manner.

“It’s all about the process,” said Kristen Averitt, who led the report’s drafting and is the former president of the Desert Research Institute. “It’s about stinging climate action in the state.”

At its core, the report lays out a path for Nevada to achieve a cost-effective transition away from natural gas and electrify the transportation sector, a major source of greenhouse gas emissions in the state. Although the strategy does not prescribe policy for the legislature, local governments, and state regulators, it analyzes and recommends several policies to pursue.

The strategy, Averitt emphasized, is a “living document” that is intended to form the foundation for future reports and analyses. And that too is meant to set expectations. Averitt acknowledged that the report differs from efforts by other states. It addresses the challenges of reducing emissions to net-zero by 2050 and deliberately leans toward nuances that are very specific to Nevada.

For the 17 major policies analyzed in the report, the state established a framework that looked at each recommendation using four metrics: approach to reducing emissions, climate justice considerations, economic implications and legal feasibility of implementing the policy.

A strategy, they say. But while the strategy addresses climate justice — marginalized communities are often disproportionately affected by climate impacts and the cost of climate action — activists say more work is needed to adequately focus those issues.

“Everything [the state] does around climate change — or even when talking about affordable housing and transportation in general — needs to be viewed through an environmental justice lens,” said Cynthia Moore, an organizer with Las Vegas-based EcoMadres. Latino parents and advocates for clean air. “And that should be the driver of these policies.”

The report marks a nearly two-year effort to shift the state’s focus toward addressing climate change, beginning in the 2019 Legislature. During the legislative session, lawmakers passed a bill setting the state’s first ever economy-wide emission reduction goals to reach net-zero emissions by 2050.

The 2050 goal is in line with promises made by other governments and corporations. Although the effort to reduce emissions will require investment, the strategy states that meeting emissions targets could avoid between $172 and $786 million in economic losses linked to carbon pollution by 2030. Meeting the 2050 target could prevent billions in losses, the report found.

Climate action must play a role in rebuilding a more “climate-friendly and equitable” economy after the COVID-19 pandemic, Sisolak said in a statement accompanying the report’s release.

Sisolak, who commissioned the report as part of his Nevada Climate Initiative, said, “It serves as a critical framework for improving climate action and fostering a healthy, vibrant, climate-resilient future for all Nevadans — especially in areas where our most disadvantaged community members face the greatest climate-related health and economic impacts.”

Generating electricity — burning coal and natural gas — accounted for about 32 percent of all economy-wide emissions in 2016, according to an analysis released by the Nevada Division of Environmental Protection earlier this year.

That 32 percent share means electricity generation is now Nevada’s second-largest greenhouse gas contributor — behind the transportation sector with 35 percent of emissions.

Although power plants contribute less emissions than the transport sector, a shift away from fossil fuels to renewable energy is a necessity. Like most carbon reduction plans around the world, Nevada’s strategy hinges on electrification. The strategy aims to electrify transport and make buildings more reliant on electric appliances rather than gas appliances.

That framework puts NV Energy front and center. The utility needs to accelerate its transition from a majority fossil-fuel supply to a majority-renewable supply. At the same time, the utility expects its demand to increase as other sectors require more electricity.

In recent years, the state has made progress in reducing power plant emissions, requiring the closure of coal plants in southern Nevada and the addition of large utility-scale solar projects to the grid. And in November, voters approved a ballot measure to amend Nevada’s constitution to have a 50 percent renewables supply portfolio by 2030. The constitutional amendment would add more weight to a similar requirement passed unanimously by the Legislature last year.
