In Rhino 3D you cannot create a 3D scanner, sketch a simple shape in any one of the external tools (Lines/Tessellation/Spline). All the interactive tools (extend, rotate, move, etc) cannot be used for sketching purpose. There is no way to create a simple sketch with any of the external tools.
