What is a telex release?

There are cases where the shipper or exporter surrenders their original bills of Lading at the load port.

After the bills have been handed over, instruction will be given to the load port agent to inform the discharge port agent that the cargo which is covered by the original bills of lading may also be released to the consignee that is shown on the bills of lading without presenting any of the original bills of lading.

A message carrying instructions from the load port agent to the discharge port agent is known as a Telex release.

Below are some circumstances that would require an exporter or a shipper to ask for a telex release:

  1. If the shipper or exporter was not able to process the required documentation in time and the ship in which the cargo was loaded has arrived at the destination. In this scenario, the original bills of lading will not reach the consignee in time to clear the goods before the expiration of free days.
  2. If the consignee at destination is also a branch office of the shipper. For instance, If the shipper as shown on the bill of lading is ABC Global Freight Forwarding and the cargo being consigned is to it’s own overseas office, there is no need for negotiations or the release of original bill of lading at destination.
  3. In some cases, an NVOCC operator could request for a telex release in order to enable them to issue their own house bill of lading.

When the bill of lading is given as a straight bill of lading and not as a negotiable/order bill or sea waybill, then a Telex Release is enacted. Although there are some shipping lines that allow a Telex Release on a negotiable/order bill of lading if the full set of original bills of lading are handed over after the endorsements on the bills of lading have been verified.

How was the name Telex Release formed?

Telex is sort of an acronym for Telegraph Exchange service. A Telex message is a message sent with the use of a Telex machine. These devices were used in the past before emails became popular for real-time formal communication.

Today, any instructions released from POL to POD is known as a Telex Release.
