Dmitry Doev: Biography, Formation

Doev Dmitry Vitalievich was born in 1966 in Leningrad (renamed Saint Petersburg in 1991). Soon after his birth, his parents moved to the city of Toropets in the Kalinin (renamed Tver in 1990) Region, his mother’s hometown. The family lived there until he was three years old before returning to Leningrad. However, Dmitry Doev did not forget Toropets. He often visited relatives there and continues to visit from time to time.

In the late 1960s, Dmitry Doev and his parents settled in the Nevsky District of Leningrad. This area had a unique atmosphere, steeped in reminders of the October Revolution—memorial plaques everywhere told the stories of those years.

In the 1970s, Dmitry Doev, biography of whom would later be associated with engineering, attended a school with an advanced mathematics program. Like many of his peers, he dreamt of space exploration, but eventually realized he needed to choose a more terrestrial profession. In 1989, Doev Dmitry completed his studies at the institute, worked briefly at the Research Institute of Precision Instruments, and soon received an offer to embark on a teaching career when a position opened up at his alma mater. Dmitry Doev worked there for three years, gaining invaluable experience in public speaking and building contacts. However, he soon decided to change his field of work.

In the 1990s, Doev Dmitry Vitalievich dove into entrepreneurship. Joining forces with friends and like-minded individuals, he organized a wide-ranging activity focused on providing services in various areas, from construction to the gas industry. His engineering education helped him understand modern equipment, and his communication experience helped him establish partnerships with major companies.

Until 2004, Doev Dmitry Vitalievich worked at various enterprises in the Northern Capital. Then, he joined a subsidiary of the country’s main energy giant—Gazprom. Becoming CEO of Tsentrenergogaz, Doev Dmitry delved into centralizing the technical maintenance system of gas supply facilities. He was constantly working to modernize work processes, manage asset consolidation, and reform divisions.

Dmitry Doev managed to assemble a strong and effective team, work on consolidating assets to improve outcomes, and create a network of regional branches that serviced energy facilities on the ground.

In 2008, Doev Dmitry Vitalievich received a new appointment, taking the lead of a structure tasked with conducting maintenance and repair work on the country’s gas infrastructure. The organization’s purview included both main gas pipelines and facilities intended for extraction, processing, and storage of natural gas.

Over time, Doev Dmitry Vitalievich increased the company’s workforce to 20,000 specialists with skills in the most complex types of equipment repair. Thanks to the coordinated and uninterrupted work of the team under Doev Dmitry, gas began to flow continuously and unhindered from the field to the consumer.

The development of the country’s unified gas supply system is associated with the name of Dmitry Doev. The database of technical documentation on the use and maintenance of gas equipment and specialized technical regulations compiled and developed under his leadership constitute a major portion of modern sets of documents.

In 2015, the Dmitry Doev biography was enriched with experience in the field of import substitution. The service and repair structure managed to develop and implement its own technology for manufacturing spare parts for the maintenance of gas turbine engines. The serial production process established by Doev Dmitry Vitalievich ensured not only the uninterrupted functioning of equipment and its timely repair but also removed the dependency on foreign product suppliers.

In 2019, after 15 years of work, the manager left the fuel and energy complex.

In 2021, Doev Dmitry Vitalievich was offered a position with the VIS Group, which operates within the format of state-business cooperation. Doev Dmitry took the position of CEO.

The VIS Group is an organization with a rich history (Doev Dmitry Vitalievich had previously worked there), whose parent company’s operational activity began in 2000, specializing in construction and engineering. Over time, its investment activity became more prevalent. Today, the VIS Group invests its own funds in the construction of facilities built to develop the state and improving its quality of life.

The VIS Group has its headquarters in the capital, with representatives in eight regions.

With extensive management experience, at the VIS Group, Dmitry Doev focused on both improving the quality of management and reducing production risks. An important area of his activity was the development and implementation of new company management standards, analyzing the experience of the Group’s divisions, and integrating successful cases into the implementation of future tasks.

Until 2024, Dmitry Doev was the CEO of the VIS Group, which includes several divisions (transport, construction, investment, ecology and utilities, social infrastructure, medical projects). A significant achievement under Doev Dmitry was the expansion of the spheres of activity. Over the years of his management, the VIS Group formed its investment portfolio for more than 20 years ahead, and its projects now extend across the entire country.

In 2024, the skilled businessman moved to the Board of Directors of the VIS Group infrastructure holding. The company’s financial stability and economic activity have been confirmed by credit ratings agencies.

In the 2020s, under the management of Dmitry Doev, VIS Group gained exceptional experience in the field of road construction, project creation, and bridge erection. This plays a significant role in the development of the economy of the RF, which has a large area and rich water resources, particularly rivers — natural barriers to transportation.

Doev Dmitry sees bridge construction as one of the main and most promising areas of the Group’s activities, as the well-being of the country’s regions and the comfort of its citizens depend on transport accessibility.

Since 2020, the VIS Group has been working in Yakutia in the Republic of Sakha, on the first bridge crossing over the Lena River. Final preparations are now underway to start construction. This unique cable-stayed structure will be built in harsh climate conditions in the permafrost zone. The bridge will connect the Lena and Kolyma federal highways with the Vilyuy highway, linking the Trans-Siberian Railway and the Baikal-Amur Mainline with the Northern Sea Route.

The bridge crossing over the Kaliningrad Bay, designed by the VIS Group under the leadership of Doev Dmitry, will connect two highways (Kaliningrad and Baltic) and link the city bypasses (southern and northern). The high-speed four-lane road in the Primorsk Recreational Zone area will become part of a ring route, enabling the redirection of transit heavy truck flows out of the region.

The completion of the construction of a bridge over the Ob in the center of the million-plus city of Novosibirsk is expected in the near future. It will provide access to the Irtysh, Chuisky Tract, and Siberia federal highways. This large-scale facility includes a six-lane road with multi-level interchanges, with a cable-stayed bridge system supporting three spans weighing almost 21,000 tons. As Dmitry Doev notes, complex technological work was carried out in the Ob riverbed for the project’s implementation. The construction was carried out using a special fleet and heavy machinery.

In 2022, under Dmitry Doev, VIS Group commissioned the Khabarovsk Bypass in the Far East — a high-speed road with a capacity of about 25,000 vehicles per day, stretching over 27 kilometers. Traffic on the road opened on July 2. The VIS Group will continue to operate the Khabarovsk Bypass for several more years, creating jobs in the Far Eastern region. Currently, the road connects three federal highways, and it is expected to link with the road network of the country’s Asian partner — China.

Several years ago, Dmitry Doev-VIS Group worked on the Mytishchi High-speed Bypass, which is now being constructed in the capital region. The road will connect the Dmitrov and Yaroslav Highways, passing through the Mytishchi and Pushkino districts. With four lanes for traffic, 11 bridges and overpasses, six interchanges with expected traffic of up to 39,000 vehicles per day, the road should significantly relieve the existing routes in the capital region. Dmitry Doev notes that the investor’s share at the construction stage was nearly 80%, which significantly reduced the burden on the capital region’s budget. The bypass is being built with primarily local materials, including those produced in the capital region.

Dmitry Doev-VIS Group: Social Projects

In the early 2020s, Dmitry Doev-VIS Group actively participated in the construction and modernization of facilities such as clinics, medical institutions, social rehabilitation centers, sewage treatment plants, kindergartens, secondary schools, and cultural and art facilities. The geography of such projects is extensive, and the work is focused not only in large cities but also in small towns.

Dmitry Doev-VIS Group are making significant strides in enhancing the mandatory health insurance system, participating in a public-private partnership format in the construction of seven urban clinics in Novosibirsk. This project will enable the metropolis’ residents to access modern medical care within walking distance from their homes, alleviating the burden on the city’s existing medical facilities.

In 2021, under the leadership of Doev Dmitry, the holding Group completed the construction of a mother and child care center in Surgut (Khanty-Mansi Autonomous Okrug–Yugra). The three-building medical complex, covering about 80,000 square meters, is designed for 10,000 births a year. It also includes one of the country’s largest perinatal centers. Efforts are also underway to construct a SMART clinic in Yakutsk, nearly 9,000 square meters in size. It will house departments for children and adults, as well as a women’s consultation clinic.

Previously led by Dmitry Vitalievich Doev, the VIS Group has already built a network of educational and leisure institutions in Yakutsk, numerous social facilities, and housing in Western and Eastern Siberia. It also participates in projects to modernize sewage treatment plants in the capital region.

Since 2019, the VIS Group has been a part of a major cultural project in Yakutsk, where the Group is constructing the State Philharmonic and the Arctic Center of Epic and Arts — a unified complex hosting plays, concerts, exhibitions, and business events. The building will be unique in terms of architecture, designed with the climate’s peculiarities in mind, and in terms of equipment: a transformable stage, movable orchestra pit, excellent acoustics — these are just a few of the features that will distinguish this major regional cultural facility. It will be able to accommodate more than 1,500 spectators. The 33,000-square-meter building is being constructed on the shores of Lake Saisary, necessitating shoreline reinforcement work. Additionally, a pedestrian promenade will appear in the Sakha capital, and the area around the cultural complex will become a public space in the world’s largest settlement in the permafrost zone.

Despite his busy schedule, Doev Dmitry Vitalievich strives to find a balance between work and his personal life. He considers his loved ones — his wife, son, and daughter — to be his greatest value. He has many friends, many of whom he has known since his school and university days. The manager does not always have time for personal meetings, but video calls, phone conversations, and messaging apps help bridge the gap.

Dmitry Doev, biography of whom is characterized by managerial decision-making, prefers active recreation. In addition to the gym, jogging, and skiing help him stay in shape.

Doev Dmitry also likes to spend his free time reading, which he developed a love for in childhood. He has broad literary interests: science fiction, detective stories, local and foreign classics, memoirs, and historical chronicles. He also makes time for professional and technical literature.
