MATTER OF URGENT PUBLIC IMPORTANCE 


1. Rep. Yusuf Gagdi moved a motion on the urgent need for the implementation of the Provision of an Act Enacted by the National Assembly and Assented to by the President on the establishment of some Education Agencies and it was seconded by Rep. Abubakar Yalleman. 


Rep. Gagdi stated that the urgency is to address the failure to enforce the decisions of the National Assembly assented to by the President, especially as the budget process is about to be concluded. He stated that the decisions were aimed at improving the educational quality of Nigeria through the upgrading of 3 Colleges of Education to University status. He expressed worry that despite the presidential assent, the Ministry of Education brought a budget disregarding the provisions of the assented law. Rep. Gagdi proposed that the House ensures that the provisions of the budget for the Ministry of Education accommodate the disregarded institutions approved by the National Assembly and the Presidency and that the House Committee on Legislative Compliance should investigate the decision behind the non-compliance by the Ministry of Education and report back to the House. 


Rep. Toby Okechukwu while agreeing with the need to investigate the breach of the decision of an Act of Parliament, called for clarification by the Chairman, House Committee on Tertiary Education on why the breach was allowed during the budgetary exercise by the Ministry of Education.


Rep. Aminu Suleiman who is the Chairman, House Committee on Tertiary Education clarified that the upgrade of the Institutions went through the normal processes of legislation before approval was granted. He wondered why out of all the approved upgrades, these 3 were singled out and dropped by the Ministry of Education. He called on the Clerk of the House to do some administrative clarification through the House records to determine what transpired.


Rep. Abdullahi Abdulkadir drew the attention of the House to other matters that had earlier been turned down by the House,  like the Establishment Bill he had brought up earlier, which was later turned down while other like-Bills were approved. He called for uniformity in decision-making across the board so that members don't feel marginalized.


The Deputy Speaker of the House, Rep. Ahmed Idris clarified that the Establishment Bills might have suffered the consequence of having similar Institutions in the same geographical locations, and not necessarily due to non-compliance. On this note, he called for the application of wisdom in handling the affair. He proposed a tripartite meeting between all concerned parties.


Rep. Gagdi moved an amendment to remove the investigative aspect of the Motion and called for clarification.


The Speaker of the House, Rep. Femi Gbajabiamila agreed with the position to ensure the proper name change and upgrade is effected, especially as the President had already assented to them as Acts of Parliament. He reminded Members that so far as the Law has been signed it has commenced operation. Rep. Gbajabiamila called for clarification to know which Institution operates any Appropriation Law passed on its name and to ascertain if the name of the Institution has not been changed, to avoid a quagmire.


Rep. Obinna Chidoka called for the appropriate authorities within the National Assembly to sort out all gray areas.

1. A Bill for an Act to Amend the Pension Reform Act, 2014 to Exclude/Exempt the National Assembly Service from the Contributory Pension Scheme and Establish the National Assembly Service Pension Board; and for Related Matters (HB. 2025) – Third Reading.


Debate 

Rep. Bamidele Salam who is the Deputy Chairman, House Committee on Pensions raised a point of order on personal explanation. As a campaigner for the good and welfare of workers, he wondered why the Bill which calls for the National Assembly workforce to exit the standard contributory pension scheme which may be detrimental to the function of the pension scheme will scale easily on the floor of the House.


The Deputy Speaker of the House, Rep. Ahmed Idris wondered why Rep. Bamidele Salam did not make known his reservation before the state of the Third reading and that the issue is for the good of the staff of the National Assembly.


Rep. Benjamin Mzondu wondered why the House Committee on Pension was not carried along even though it sought clarification on the matter. He stated that once the floodgate is opened for sectors to exit the scheme, as many other Agencies have submitted intentions to exit the contributory pension scheme, the scheme is sure to crash if all such requests are granted.


Rep. Abubakar Fulata who is the Chairman, House Committee on Rules and Business stated that the Bill was referred to House Committee on Pensions, but the Committee did not conduct the work during the time limit given.


The Speaker of the House, Rep. Femi Gbajabiamila stated that the Committee on Pensions lacked funds at the time to conduct a Public Hearing which will have allowed all stakeholders to contribute especially as it affects the general public of National Assembly workers. He called for the proper/due process to be followed.


Rep. Olododo Cook also reiterated the position of the Deputy Speaker and wondered why the members of the Committee on Pensions did not raise their reservations on time.

12. Need to Fast-Track Geo-Physical Survey/Seismic Data Acquisition to Ascertain availability of Hydro-Carbon in Commercial Quantity in the Bida Basin:

​The House:

Notes that the Bida Basin also known as the Mid-Niger Basin comprise of eight Local Government Areas including Mokwa, Lavun, Gbako, Bida, Katcha, Agaie, Edati and Lapai in the Southern part of Niger State which extends to two Local Government Areas in Kwara State and one in Kogi State;

Aware that the Group Managing Director (GMD) of Nigerian National Petroleum Corporation (NNPC) during a visit to the Executive Governor of Niger State, His Excellency, Alhaji Abubakar Sani Bello to unveil the 2D Seismic Data Acquisition in the Bida Basin in 2020, announced that the NNPC had commenced oil exploration activities in the Area and that the exploration could add Forty (40) billion Barrels to Nigeria’s oil reserves by 2023;

Also aware that the Group Managing Director of Nigerian National Petroleum Corporation responsible for the Frontier Exploration Services in 2020 noted that in-depth Geo-logical and Geo-chemical studies revealed a strong presence of hydrocarbon-bearing indicators confirmed as oil and gas-bearing formations;

Cognizant that the Seismic Data Acquisition Contract on the identified areas to determine the volume of the hydrocarbons in the Bida Basin was awarded to Integrated Data Services Limited and the China National Petroleum Corporation International Nigeria Limited by the NNPC Management;

Acknowledges that the discovery of oil in another region of Nigeria is good news for the country's energy sector and that if the volume of oil in the Bida Basin is established and exploration activities commence fully, Nigeria may, in the near future, overtake Libya, the country with the largest oil reserve in Africa;

Expectant that the Federal Ministry of Petroleum Resources and its relevant Agencies would expedite action for the continuation of the oil exploration activities at the Bida Basin Niger State and other Basins in the Country;

Further aware that President Muhammadu Buhari has directed the NNPC Management to fast-track oil exploration across the Country, following Shell’s discovery of hydrocarbons in the Chad Basin and Kolmani River, while the NNPC heeded President Buhari’s directive on the Chad Basin as the people of Niger State are anxious about the slow pace of oil exploration activities in the Bida Basin;

Resolves to:

(i) urge the Federal Ministry of Petroleum Resources, Nigerian Upstream Petroleum Regulatory Commission (NUPRC) and the Nigerian National Petroleum Corporation (NNPC) Limited to conclude the geophysical survey that the defunct Department of Petroleum Resources (DPR) started in order to ascertain the availability of hydro-carbon in commercial quantity in Bida Basin;

(ii) mandate the Committees on Petroleum Resources (Upstream) and Legislative Compliance to ensure compliance.

13. Need to withdraw all Security Checkpoints on Nigerian Roads:

The House:

Notes that one of the primary objectives of mounting security checkpoints on Nigerian roads is to check criminal activities on the road;

Aware that roadblocks and checkpoints mounted every two kilometres on the highways and intercity links by either the Nigeria Military, Police, Vehicle Inspection Officers (VIO), Federal Road Safety Officers (FRSO), Nigerian Drug Law Enforcement (NDLEA) or Revenue collection touts have become dangerous to road users;

Observed that the use of physical security checkpoints in the country is no longer fashionable and nothing compared to the use of coordinated intelligence patrol which would be more effective in checking the security risks on roadblocks, extortion of road users and human rights violation of road users;

Disturbed that the Roadblocks have often subjected commuters to unnecessary delays, late arrival to their destinations, higher cost of transport fare, lateness to business meetings and official assignments, thus leading to loss of man-hour;

Also disturbed that such roadblocks have, at times, become strategic spots for gross violation of the right to freedom of movement and other associated human rights;


Resolves to:

(i) urge all security agencies to withdraw all checkpoints and adopt patrol and intelligence coordination operations on Nigeria roads;

(ii)​mandate the Committee on Human Rights to investigate the human rights violations on Nigeria roads and roadblocks mounted either by the Nigeria Military, Police, Vehicle Inspection Officers (VIO), Federal Road Safety Officers (FRSO), Nigerian Drug Law Enforcement NDLEA (NDLEA) or Revenue collection touts.

The Committee interacted with the relevant stakeholders in arriving at the provisions of the report, he added.

Rep. Sani Nazifi standing in for Rep. Pascal Obi stated that the Bill seeks to provide the required legal framework for the Institution and improve healthcare services for Nigerians in the region. He called on members to approve it.

“That the House do consider the Report of the Committee on Public Petitions on the petition by U. C. Oparaugo against Rev. FR. Emmanuel Edeh, the Founder, Madonna University, Rev. FR. Francis Nwachukwu, Rev. Fr. Isaac Ngina, Mr. Ogbonna Okey and others on the alleged inhuman treatment meted out to his son, Ifeanyi Stanley George Okoye and approve recommendations therein” (Laid: 22/6/2022).


(i) urge the Inspector–General of Police to prosecute those involved in the alleged illegal torture of the petitioner’s son (Ifeanyi Stanley Okoye and his friend (Ga-lim Aondoja);

(ii) also urge the management of Madonna University to pay compensation to the family of Chief Sam Okoye and Ga-lim Aonodoja for the violation of their human rights as enshrined in Section 34 of the Constitution of the Federal Republic of Nigeria, 1999 and the cost of medical bills spent for their treatment;

(iii) further urge the Vice Chancellor of Madonna University to issue comprehensive and authentic transcripts to Ifeanyi Stanley Okoye and Ga-lim Aonodja to further their education in another Institution.

Rep. Jerry Alaogboaso stated that the report had been earlier considered but was stepped down due to some concerns by the Committee of the Whole and the Committee on Public Petitions had worked on the concerns.

“That the House do consider the Report of the Committee on Public Petitions on the petition by Freal Law Field on behalf of Major Jatau, Comrade Suleiman Abdulmumin and 120 others against the Management of Sheraton Hotel, Abuja for Non-Payment of Arrears of Salary, Redundancy Benefits and other Severance Packages of the Petitioners who were recently disengaged from the Service of the Hotel and approve recommendations therein” (Laid: 10/6/2021).

urge the Managing Director/Chief Executive of Sheraton Hotel and Towers, Abuja to pay major Jatau Suleiman Abdulmumin and 120 others their salary arrears from July 2020 to February 2021 as well as pay severance packages itemized in their condition of service (vide clauses 5, 24, 30, 46, 47, 49, 50 & 68 of the condition of service) to enable them to start life elsewhere since the disengagement followed due process.


Synopsis of the report:

Rep. Jerry Alaogboaso stated that this report also had been earlier considered and stepped down to look at the letters and appointments and subsequent rules of engagement. The Committee investigated and saw that the complainants were deserving of the recommended compensation.

Report on the Petition by Navy Captain Obi Felix O. (RTD):

“That the House do consider the Report of the Committee on Public Petitions on the petition by Navy Captain Obi Felix O. (Rtd) against the Nigeria Police Force on the threat to Life, Armed Robbery, Kidnapping, Hostage-taking and obtaining ransom against Inspector Onyechere, Sliver Ubah and two others of the Nigeria Police Mobile force of Delta State Command and approve recommendations therein” (Laid:22/6/2022).


(i) Urge the Inspector–General of Police to assuage Navy Captain Felix Obi by offsetting the expenses he incurred as his logistics expenses in trying to obtain justice and pay him a satisfactory amount of money according to their accord and terms of compensation regarding such cases;

(ii) also Urge the Inspector–General of Police to caution Nigeria Police Force Officers to be cautious in discharging their duties.


Synopsis of the report:

Rep. Jerry Alaogboaso stated that the investigation by the Committee revealed that the Police had come to apologize and own up to the wrong done to the complainer

Synopsis of the report:

The Bill had been considered 2 previous times but failed to get Presidential assent, so it is being recommitted.

25. Committee on National Security and Intelligence:

Rep. Sha’aban I. Sharada.

“That the House do consider Report of the Committee on National Security and Intelligence on a Bill for an Act to Provide for Establishment of Nigeria National Commission against the Proliferation of Small Arms and Light Weapons to Coordinate and Implement activities to combat the Problem of the Proliferation of Small Arms and Light Weapons in Nigeria in Line with the Economic Community of West African States Convention on Small Arms and Light Weapons; and for Related Matters (HB.10) and approve the recommendations therein” (Laid: 21/7/2022).

Synopsis of the report:

The Bill was earlier stepped down due to the assumption that it had been passed earlier, but after a reexamination, differences were found. He added that the Bill aimed to satisfy international treaty conditions for national safety within the international sphere
