The Central Government has proposed the Draft Non-Basmati Aromatic Rice Grading and Marking Rules, 2023. These draft rules are being introduced to ensure that Non-Basmati aromatic rice intended for direct human consumption meets established grading and marking criteria.

The draft rules are now open for public consideration. The public has until 30th November 2023 to submit objections or suggestions concerning the proposed rules.

Interested parties can forward their objections or suggestions to the Agricultural Marketing Adviser to the Government of India, Directorate of Marketing and Inspection, Head Office, CGO Complex, NH – IV, Faridabad, Haryana 121001.

Key provisions of the Non-Basmati Aromatic Rice Grading and Marking Rules, 2023 include:

1. Application

• These rules will apply to specific Non-Basmati aromatic rice varieties intended for direct human consumption, such as Gobindabhog, Tulaipanji, Kataribhog, Kalonunia, and Radhunipaga.

2. Packaging Regulations:

• Rice must be packed in suitable packaging materials in accordance with the provisions of the Food Safety and Standards (Packaging) Regulations, 2018, the Food Safety and Standards (Labeling and Display) Regulations, 2020, and the Legal Metrology (Packaged Commodities) Rules, 2011.

3. Method of Marking:

• Each package shall be marked with a grade designation mark, and other essential details including the name of the commodity, grade, variety or trade name (optional), lot or batch number, date of packing, crop year (optional), net weight, authorized packer’s name and address, maximum retail price (inclusive of all taxes), BEST BEFORE date, and any other particulars as specified under relevant regulations.

4. Special Conditions of Certificate of Authorization:

• Authorized packers must comply with specific conditions, including maintaining hygienic and sanitary premises, adequate storage facilities, and proper ventilation.
• An approved laboratory or access to an approved State grading laboratory must be available for testing the quality of rice.
• Authorized packers and approved chemists shall adhere to instructions issued by the Agricultural Marketing Adviser.

5. Compliance for Domestic and Export Trade:

• Different requirements are outlined for domestic and export trade, including compliance with regulations related to residual levels of metal contaminants, pesticides residues, microbial requirements, crop contaminants, naturally occurring toxic substances, and other food safety standards.

6. Confirmation of Rice Variety:

• Confirmation of rice variety may be done by Polymerase Chain Reaction (PCR) test if required.
