क्या रेशम उत्पादन से जुड़े किसानों को प्रधानमंत्री फसल बीमा योजना का लाभ मिलेगा?जानिए लोकसभा में क्या कहा सरकार ने!!
संसद के वर्तमान शीतकालीन सत्र में सरकार से पूछा गया था कि क्या रेशम कीट पालन करने वाले किसानों को प्रधानमंत्री फसल बीमा योजना के अंतर्गत शामिल किया गया है? और क्या रेशम कीट पालन करने वाले किसानों के लिए सरकार बीमा योजना पर विचार कर रही है?
उक्त प्रश्नों के उत्तर में सरकार की ओर से वस्त्र राज्य मंत्री ने लोकसभा में बताया कि प्रधान मंत्री फसल बीमा योजना में खाद्यान्न, तिलहन, दलहन, वाणिज्यिक/बागवानी से संबंधित सभी फसलों को शामिल करने की परिकल्पना की गई है। रेशम उत्पादन के अंतर्गत, रेशम का उत्पादन कीड़ों से किया जाता है और इसलिए, इसे सीधे प्रधानमंत्री फसल बीमा योजना के तहत शामिल नहीं किया गया है।
उन्होंने बताया कि फिलहाल, रेशम उत्पादन करने वाले किसानों के लिए बीमा योजना हेतु भारत सरकार के पास कोई प्रस्ताव नहीं है।
उन्होंने यह भी बताया कि रेशम उत्पादन उच्च आय, विशेष रूप से महिलाओं के लिए अधिक रोजगार के साथ ग्रामीण आजीविका के विकास में महत्वपूर्ण भूमिका निभाता है और यह पर्यावरण अनुकूल है। रेशम और रेशम के सामानों का घरेलू और निर्यात बाजार भी देश की अर्थव्यवस्था में योगदान करता है।

Will the Minister of TEXTILES be pleased to state:-
(a) whether the sericulture farmers have been included under the Pradhan Mantri Fasal Bima Yojana Scheme and if so, the details thereof;
(b) whether sericulture industry is a labor intensive, export oriented commercial activity, a source of livelihood and an important tool for rural livelihood and if so, the details thereof;
(c) whether the Government is considering the implementation of the Insurance Scheme for sericulture farmers and if so, the details thereof; and
(d) the details of additional sops for the farmers of Kolar in Karnataka and other parts of the country?
ANSWER

(a): Pradhan Mantri Fasal Bima Yojana (PMFBY) envisages coverage of crops whether food grains, oilseeds, pulses, commercial/horticultural crops. Under Sericulture, silk is a produce from insects and hence, not directly be covered under the PMFBY.
(b): Sericulture plays an important role in the development of rural livelihood with high returns, high employability especially for women & is eco-friendly in nature. The domestic and export market for silk & silk goods also contributes to the country’s economy.
(c): At present, there is no proposal with the Government of India for insurance scheme for sericulture farmers,
(d): Government of India is providing skill development training and subsidies to sericulture farmers for taking up sericulture activities in the country including Karnataka. Assistance in total of Rs. 260.21 Cr. has been provided to Karnataka state as a central share under the silk sector schemes from the year 2014-15 to 2021-22 and covered around 28,750 beneficiaries.
