The Windows 10 Background fix :

If you found yourself scratching your head and wondering why i can't see my images in my personalize menu well this could be mostly because your image is located in a shared folder of sorts
try moving it somewhere like a local location on your drive that isn't shared.

Note : this fix is only for those whose preview might look like this no matter what.
