CDA Awaits Prime Minister’s Verdict on Serena Underpass

ISLAMABAD: The Capital Development Authority’s (CDA) engineering section is anticipating Prime Minister Shehbaz Sharif’s decision on the future of the projected Serena subway, which is anticipated to be made on Wednesday, his last day in office.

The project’s inauguration was postponed last week when the prime minister declined to do so until the construction firm that won the contract for it had made a thorough presentation.

The CDA engineering division is closely monitoring any instructions from the PM Office regarding the project’s future as Wednesday is the last day of the current administration.

In contrast to National Logistics Cell (NLC), another state-run construction company’s bid of Rs. 3.5 billion, Railway Constructions Pakistan Limited (Railcop), a subsidiary of Pakistan Railways, won the contract by submitting the lowest bid of Rs. 2.1 billion.

Initially, the Srinagar Highway expansion from 7th Avenue Interchange to Serena Chowk was to be started by the Prime Minister, together with the groundbreaking ceremony for the subway close to the Serena Hotel.

But before making a decision regarding the project’s outcome, he demanded a presentation from the CDA regarding the construction company that had won the contract.

We’re waiting for the Prime Minister’s decision, said a CDA engineer.

“All necessary preparations are in place; should approval be granted, we can start the project in a few days, and should the decision be made to solicit new bids, we will start the process in accordance with that decision,” he continued.

In addition, at his prior meeting, Prime Minister Sharif questioned the building company that was carrying out the work.

After learning that Railcop, a division of Pakistan Railways, had won the bid, he declined to participate in the groundbreaking ceremony, claiming that ministries weren’t in charge of building roads.

He suggested to the CDA chief to terminate the contract and start a fresh round of bidding.

The PM stated that he would decide on the project’s future after hearing a presentation on the company’s capabilities.

Furthermore, a thorough restoration will be performed on the last section of the roadway that runs from the intersection to Murree Road. It is anticipated that the design and construction phases will last six months.

Insiders from the CDA confirmed that Railcop is a government-owned company with experience in road and bridge projects, similar to NLC and FWO.

Their optimism is based on the notion that the initiative will receive approval from the prime minister.

Should the project be rejected, the CDA would be forced to revoke Railcop’s grant of the Rs. 1.78 billion T-Chowk flyover contract.

Also noteworthy is the fact that Railcop’s bid beat out NLC’s, which offered more than Rs 2 billion.
