China has developed a global network of commercial Ports overseas, some of which could potentially be used as naval bases, according to a report by the Council on Foreign Relations (CFR). Chinese entities now have equity ownership or operational stakes in 101 port projects worldwide, with 92 of them currently active. Beijing has also signed shipping agreements with 66 countries and regions. The report suggests that China's real leverage lies in its investment and ownership in the world's busiest ports, rather than building naval bases, and highlights China's influence over global trade supply chains.
